It is the Draghi effect which, without proclamations, has changed one by one important pawns on the public chessboard, starting with the commissioner for the vaccination plan, the civil protection, the secret services. Now it's up to Cassa Depositi e Prestiti (CDP) and state Railways and, a little further on, to Rai.
For the CDP, the last word has not yet been said but the list of appointments sees an advantage for the seat of Ad Dario Scannapieco, already in Draghi's team at the Treasury twenty years ago and current vice president of the EIB, compared to the CEO in office, Fabrizio Palermo who was wanted by the Five Stars and who managed important dossiers such as those of the Italian Stock Exchange, Nexi, the Highways and Open Fiber. Instead, it goes towards a confirmation for the presidency of Cdp, where the banking foundations, which have a say in the matter as minority shareholders, are lined up in defense of Giovanni Gorno Tempini.
For the Cassa, the final choice has not yet been made, also because Draghi, who will see Economy Minister Daniele Franco today in this regard for the final touches to the nomination dossier, was busy in Brussels on Tuesday for the European summit on immigration. But the choice of the heads of the State Railways who will hold their assembly in the next few hours and where the Draghi method is oriented, as in other cases, to the solution that will mature for Cdp will also depend discontinuity: instead of the current CEO, Gianfranco Battisti, supported by the Five Stars but also appreciated by Forza Italia and the Lega, the arrival of a new manager is looming to be chosen between the former CEO of Terna, Luigi Ferraris, or Enel's Country Manager for Italy, Charles Drums, brother of the founder of Tip, Gianni Tamburi, while for the presidency the prime minister would be thinking of a female candidate in place of Gianluigi Castelli, close to the League.
CDP and Fs manage colossal investments and are destined to play a leading role in the Recovery Plan and in the modernization of the country and it is natural that the Prime Minister wants men of his absolute trust to lead them.
