Public appointments: Cdp, Rai, Copasir, high voltage Wednesday

After the last postponement on Friday, the Cassa Depositi meeting is called again for the appointment of president and CEO: in addition to Tononi, the couple Scannapieco-Palermo are in pole position. The solution for Copasir and Rai Supervision is close, the commissions have already been convened on the same day. Instead, there will be a vote in the classroom to elect 4 members of the board. It will be a Wednesday with high excitement for public appointments: CDP assembly, presidency of Copasir (the parliamentary guarantee commission on secret services), supervisory commission on Rai and vote in Parliament for the election of 4 directors of the Viale Mazzini board of directors who for the first time - after the Renzi reform - they will be elected by deputies and senators (two for each of the Chambers). In practice, the whole day will be monopolized by appointments and renewals in some pivotal public sector, political or financial role. And we will see if the political agreement now reached on the parliamentary commissions will also pave the way for appointments in the CDP.

CASH DEPOSITS AND LOANS, LAST CALL

For the CDP the game comes to an end. After some postponements due to the elections and the subsequent change of majority and government which made a postponement necessary for issues of institutional fairplay, the CDP assembly was postponed again last Friday, 13 July. In this last case, however, the reason for the postponement is less noble and simply concerns the fact that the two souls of the majority - Lega and M5S - are unable to agree. The board of directors with president and managing director still needs to be appointed given that the Costamagna-Gallia ticket has already expired with the approval of the last budget in May. The undersecretary of the Presidency, the Northern League Giorgetti, has been charged with the matter, who has the task of untangling the knot for the designation of the managing director: Matteo Salvini would like Marcello Sala, ex SEA and liquidator of the bank of the Credieuronord League. Economy Minister Tria, however, would prefer a more experienced name like that of Dario Scannapieco (former Treasury and now Vice President of the EIB), the more movementist Grillini would instead like Fabrizio Palermo, current CFO of the Cassa. And in the last few hours, the Scannapieco-Palermo couple jumped into pole position.

On the other hand, a new postponement would have the taste of mockery: the Cassa is a fundamental battleship in the geography of public power, it guarantees postal savings and is the safe of equity investments in Eni, Enel, Terna to mention the most important state-controlled spas . Last but not least, it should be remembered that CDP owns 50%, in tandem with Enel, of Open Fiber, the company that is laying the fiber optic network throughout Italy, in open competition with Tim. Therefore, defining the top management of Cdp also means having clear the direction to assign to the managers on the very delicate question of the Network and the acquisition or otherwise of the network (including the copper one) of the former monopolist Telecom Italia. Also for this reason, yet another black smoke was registered last Friday, as there was no agreement not only on the names but also a certain uncertainty on the indications to be entrusted to the management. The banking foundations, owners of 18% of Cdp, instead presented their minority list indicating Massimo Tononi as president.

RAI, VOTE ON BOD AND SUPERVISION

If for Cdp it will be until the last minute that will precede the meeting on Wednesday, for Copasir and Rai Supervision and Board of Directors of Rai itself, the path would be traced. In fact, the Rai Supervisory Commission will meet at 9 in the Senate, Copasir at 10 and the Elections Board at 15,30. The dem Lorenzo Guerini should lead the Copasir, Maurizio Gasparri (FI) the Supervision.

For the election of the 4 members of the Board (out of 7: the other two are appointed by the Council of Ministers and one is up to the employees), the votes in the Chamber by secret ballot are scheduled at 11 in the Senate and at 11.30 in the Chamber. The pentastellati opened voting on the Rousseau platform yesterday, Monday. Among the running candidates are Tg1 journalist Claudia Mazzola, Paolo Favale, former head of the legal consultancy sector of the company in viale Mazzini and Enrico Ventrice, documentary maker and author of some Rai 5 series. Paolo Cellini, professor of the Luiss and former vice president of the Internet and Games divisions of Walt Disney, and Beatrice Coletti, former CEO of Sportcast.

For the new Rai president he will have to be voted on by two thirds of the supervisory commission, in all likelihood choosing between the two names that the Mef will bring to the council of ministers. The names circulating see Milena Gabanelli, Giovanni Minoli, Ferruccio De Bortoli on the track.

But for all this to be accomplished, it is necessary that the political mosaic also takes into account the opposition: around the name of Lorenzo Guerrini, linked to Matteo Renzi, an agreement was reached with the Democratic Party for the new president Copasir. Indeed, the Democratic Party had withdrawn its list of parliamentarians for the commission, sensing an attempt to oust the minority. Also for Rai Supervision the agreement revolves around the name of Maurizio Gasparri (Forza Italia), author of the Berlusconi-style TV reform that bears his name, but the agreement seems to have been found on Alberto Barachini, a former Mediaset journalist and close collaborator of the leader of Forza Italia. Finally, the presidency of the Council for the authorizations of the Chamber should go to the Brothers of Italy
