CDP appointments: there is no agreement and the government is postponing again

The shareholders' meeting postponed the choice of the managing director and majority directors to 18 July. Tension with the Foundations which have already indicated the president, Tononi. The real knot is among the Five Stars. The other renewals were also blocked in cascade, primarily for Rai. And Toninelli asks the FS for Mazzoncini's head

CDP appointments: there is no agreement and the government is postponing again

Nothing done: at the CDP meeting, convened for today, Friday 13 July after other previous postponements: the name of the managing director does not arrive. And the Ministry of the Economy is forced to postpone the presentation of the majority list for the renewal of the Board of Directors again. We talk about it again on July 18, hoping that in the meantime Lega and Movimento 5 Stelle have managed to reach an agreement on the name of Fabio Gallia's successor at the top of the Cassa Depositi e Prestiti.

Node Cdp is not secondary. Dissolving it also means giving way to the other important appointments – first of all: Rai board and managing director, and then the Energy Authority, Antitrust, Gse just to name a few – which have been waiting for some time. The Energy Authority, so to speak, operates in a regime of prorogatio for over 6 months, a sort of "sentence to stay" not very compatible with an independent body of constitutional rank.

CDP is the safe of the most important public shareholdings and guarantor of postal savings in which millions of Italians invest. Not only that but it may have to ensure the industrial choices on the delicate issue of the Telecom network, as FIRSTonline anticipated. The impasse seems to be mainly due to the two souls of the 5 Stars who are unable to agree with each other. On the one hand, in fact, that part of the pentastellati closest to Casaleggio e Associati would seem to be inclined towards a renewal from within and therefore supports the candidacy of Fabrizio Palermo, current CFO of the Cassa. On the other hand, the more pragmatic wing of the M5S – in agreement with Minister Tria and the Northern League undersecretary to the Presidency Giancarlo Giorgetti – would feel more guaranteed by the name of Dario Scannapieco, current vice president of the EIB (European Investment Bank) . According to other sources, a ticket solution was also hypothesized for the two managers: the first as general manager, the second CEO.

In the tug of war, which evidently fails to find a composition, the most varied names have circulated and among these also that of Giuseppe Bonomi (ex Sea) while others seem to have faded.

Appointment fever finally may have made a “victim”. According to what the newspaper Il Messaggero writes, in fact, the Minister of Infrastructure Danilo Toninelli would have asked for the head of Renato Mazzoncini, the current managing director and general manager of FS, in view of the assembly on 26 July. However, the Board of FS, unlike that of the CDP, has not expired, so the rotation operation appears more complicated.

Returning to Cdp, the succession of postponements seems to have created some tensions with the banking foundations, the other strong shareholder of the Cassa, which is responsible for the designation of the chairman and two minority directors. Their list was presented in the terms with Massimo Tononi as a success of Claudio Costamagna and certainly they also want to be asked about the combination with the CEO. So far, not by chance, the list for the CDP council has always been unitary, but the new government majority seems to have contradicted even this custom suggested by common sense.
