On Monday afternoon, the Council of Ministers approved the appointments of the new heads of the tax agencies: Ernesto Maria Ruffini returns to the Revenue Agency (after the experience with the Renzi and Gentiloni governments), while Marcellus Minenna takes office at the presidency of the state property e Antonio Agostini at Customs and Monopolies. Based on what has emerged in recent days, the last two names were expected to be reversed.

In reality, the nominations are not yet operational. The procedure provides that the proposals pass to the scrutiny of the State-Regions Conference, already convened for January 29, to then return to the Council of Ministers before the decree of the President of the Republic. But it's only a matter of a few days.

Ruffini, a lawyer born in 1969, in 2014 joined the permanent table for innovation and the Italian digital agenda, set up at the Prime Minister's Office. In 2015 he then became president of the national supplementary pension fund for Espero school workers, a position he left the same year to be appointed managing director of Equitalia, the company that dealt with collection on behalf of the Revenue Agency and INPS.

The following year he was appointed director of the Revenue Agency and president of the Revenue-Collection Agency (born from the merger of Equitalia and the Revenue Agency). Now, after just over a year's absence, he is back at the helm of Italy's main tax agency.

On Monday the Council of Ministers also decided that the referendum on the cut of parliamentarians will be held the 29 March. If the constitutional reform is confirmed by popular vote, the deputies from 630 to 400 and the senators from 315 to 200 will be reduced. The number of elected officials abroad will also be reduced: the deputies drop from 12 to 8, the senators from 6 to 4.
