Nest bonus, the yellow of the stop sign: Inps-Government clash

The INPS has suspended the disbursement of some bonuses arguing that "the budget is exhausted" - But the law says that this cannot be done and in any case, according to the Government, the money has not run out at all - Who is right?

Nest bonus, the yellow of the stop sign: Inps-Government clash

Since the end of last year, INPS has suspended the provision of some nest bonus already assigned. The reason? “Budget 2019 exhausted”, read many parents on their online profile. A curious motivation, given that by law such an interruption would not be possible.

The bonus we are talking about was established with the latest maneuver by the Renzi government and guarantees 1.500 euro a year (136 for 11 months) to pay the fees of public and private nursery schools for children up to three years of age, or - alternatively - "forms of support" at home for children "suffering from serious chronic diseases".

The law provides that, in the event of depletion of the allocated funds, "INPS does not consider further applications", but remains in any case obliged to pay all bonus installments already in progress. La Repubblica however, he points out that some mothers have not received the money they should have been entitled to, despite their applications having been accepted in recent months.

from technical report on the 2020 budget law, however, it clearly emerges that the money is by no means finished: at the end of September, of the 300 million allocated for 2019, 163 remained. More than half.

The figure is included in the report because with the latest maneuver the government has decided to upgrade the nest bonus for the lowest incomes. The new scheme is as follows: 3.000 euros up to 25 euros of Isee, 2.500 euros between 25 and 40 and 1.500 euros over 40.

So who's right? The INPS or the government? The point is that - in any case - those parents have the right to collect the money that the State has promised them.
