Navigator, here is the announcement: how to apply, requirements, salary

3 thousand navigators arriving. From today, April 18, it has officially arrived the notice to register for the Anpal tender and participate in the selection that will identify the professional figures wanted by the 5 Star Movement to deal with the basic income.

Compared to the original promises, their number – they were supposed to be 6, they are half – and their role have been significantly reduced, but despite this, according to estimates, there could be 100 candidates in the tender that will allow them to become navigators.

NAVIGATOR: HOW TO REGISTER FOR THE NOTICE

While the beneficiaries of the basic income are starting to receive the first responses from INPS and to do the first calculations on the amount they will receive from May, on the other side of the fence we are thinking about the professional figures they should help about a third of applicants find work.

After months of waiting the Anpal tender is officially ready. Those wishing to participate can register from 10.00 on 18 April and until 12.00 on 8 May 2019. To register, go to the appropriate site created by ANPAL to select Navigators and fill out the application. To do this, you must have one of the following credentials:

  • Inps PIN
  • SPID (Public Digital Identity System)
  • CNS (National Service Card).

The application form can be submitted only in telematic mode.

NAVIGATOR: WHAT THEY ARE AND WHAT THEY WILL DO

"The navigator - explains the ANPAL note - will be the central figure of the technical assistance provided by Anpal Servizi Spa to the employment centres, selected and trained to support their services and to integrate into the new context characterized by the introduction of of citizenship, for which the objective is to ensure technical assistance to employment centres, making the most of regional active policies, also in a logic of case management to be integrated and implemented with the innovative methodologies and techniques that will be adopted for the Basic income".

Originally navigators should have been "coaches" to be included in employment centres alongside regional operators. On 11 April, the Government and the Regions reached a new agreement which radically changed the profile of this professional figure. The Navigators will have to "support" (and not assist) the operators of the employment centres, providing technical assistance in the process of reintegrating the citizens' income beneficiaries into employment.

NAVIGATOR: THE REQUIREMENTS TO PARTICIPATE IN THE TENDER

The notice published by Anpal Servizi also contains the regulation and the requirements necessary to participate in the call that will allow you to become a Navigator. In detail, candidates must:

  • have a master's degree in the disciplines listed in the call (including economics, political science, sociology and psychology),
  • have Italian citizenship or citizenship of an EU country or a regular residence permit,
  • enjoy civil and political rights,
  • not have criminal convictions, even with non-definitive sentences, for crimes such as fraud, corruption, terrorism, money laundering and others,
  • not have "dismissals or releases from employment in a public administration".

NAVIGATOR CALL: SELECTION AND TRIAL

Each province will have a defined number of Navigators. A maximum of 20 candidates will be admitted to the competition for each position sought. The admission order will be established on the basis of the degree mark and, in the event of a tie, on the basis of age: preference will go to the youngest candidate.

The examination procedure for the selected candidates will take place through separate examination sessions "also in order to guarantee the correctness and good progress of the selection". The date and place of the test will be communicated together with the publication of the admitted candidates.

However, what is known to date are the characteristics of this test. It will be a multiple choice test. 100 questions in all, divided as follows:

  • 10 general culture questions,
  • 10 psycho-aptitude questions,
  • 10 logic questions,
  • 10 computer science questions,
  • 10 questions on labor policy intervention models and tools,
  • 10 questions on basic income,
  • 10 questions on the discipline of employment contracts,
  • 10 questions on the education and training system,
  • 10 questions on the regulation of the labor market,
  • 10 business economics questions.

The total time available is 100 minutes. The judgment will be expressed in cents. The successful candidates will pass the test a minimum score of 60/100.

NAVIGATOR: THE CONTRACT AND THE SALARY

The Navigators will be hired with a continuous collaboration contract. The assignment will last until April 31, 2021.

Lo salary will be equal to 27.338 euros gross per year, to which will be added 300 euros (always gross) per month, as a flat-rate reimbursement for the expenses of carrying out the assignment, travel, board and lodging.
