But for the Anpal (the National Agency for Active Policies and Employment which has announced the competition for the recruitment of 2.980 navigators throughout Italy) old system communication sciences is not equivalent to new system sociology, because the transitive property does not apply. 

And so, those who participated in the tender and passed it, however, were denied the title of navigator at the time of recruitment due to the presence of "non-equivalent title", which has deprived these subjects of the requisites necessary to ferry young people looking for employment. 

A situation that concerned over one hundred people throughout Italy, which immediately triggered an appeal against this decision and exclusion. will be asked an urgent measure, due to the consequences related to the damage of investigations made after and not before a tender judged botched. In fact, before being able to start working, navigators must make a training course and these people risk losing the opportunity to participate.
