The President of the Republic warned that "There is nothing more demanding and delicate than administering justice, guaranteeing that rigorous observance of the law, that strict control of legality, which represent an absolute imperative for the health of the Republic".

To the magistrates, on the other hand, Napolitano recommended a change of course, "a less defensive and more proactive attitude with respect to the discourse on the reforms that justice undoubtedly needs and which can be fully placed within the framework of the principles of the Constitution".
