"Questions and concerns whose institutional implications cannot be overlooked", thus expressed his perplexities by the Head of State, Giorgio Napolitano. The president returned today to the rejection of article 1 of the General Report on the State Administration. He recalled how up until now he had preferred to accept the government's acknowledgment that it enjoys a stable majority with prudent neutrality. Faced with "the evident escalation of tensions", Napolitano wanted to verify "whether the majority is sufficiently firm to guarantee the essential fulfillment of the fundamental and announced measures, in line with European obligations". In the afternoon, the President received Gianfranco Fini and sent a letter to the leaders of the parliamentary groups who support the government. Among other things, the President expressed his concern to the deputies about the abuse of the vote of confidence, today was the fiftieth, and explained how today's verification was necessary to dispel any doubts.
