Home loans, protocol between Treasury and Abi to activate 650 million Fund

The State will give the guarantee. The agreement between the Treasury and the ABI will make it possible to start operations. The new Fund will guarantee up to 50% of the principal on mortgage loans not exceeding 250.000 euros, applied for by young couples, single parents with minor children, young people under 35 who work atypically, Iacp tenants.

For the home loans State help arrives. In fact, the Memorandum of Understanding for the new Guarantee Fund for the home was signed between the Ministry of the Treasury and the ABI (Inter-ministerial decree of 31 July 2014, published in the Official Gazette on 29 September).

The Fund will offer guarantees, up to a maximum of 50%, on the principal portion of mortgage loans, for an amount not exceeding 250 thousand euros, for the purchase (or the purchase with renovations and increased energy efficiency) of non-luxury properties to be used as a main residence.

The Fund was born with a dfinancial ote of 650 million and will be able to activate approx 20 billion in new financing, according to calculations by the MEF which underlines how the protocol represents "an important tool for citizens to access credit for the home, as well as an immediate boost to growth through the revitalization of the real estate sector, also in terms of energy efficiency ”.
The Fund replaces and improves the range of action of the old “Young Couples” fund, which is no longer active. 

In fact, all those who, at the date of submission of the loan application, are not owners of other residential properties can apply for the new guarantees. The only exception are properties obtained by way of succession, also in communion with other heirs, and used free of charge by parents or siblings.

The bank retains the right to decide whether to disburse the loan which provides for a subsidized rate: the global effective rate (TEG) must not exceed the average global effective rate (Tegm) published quarterly by the MEF. The following are eligible for aid from the Fund: le young couples (in which at least one of the two components has not passed the age of 35); the single parent families with minor children; the youth of under the age of thirty-five relationship holders atypical work; the tenants of IACP housing, however named.

The Protocol establishes certain times for the Fund to operate: banks/financial intermediaries have thirty working days, from the moment they join the initiative, to provide the service to citizens, provided that Consap, the company of the MEF which manages the Fund , has prepared for at least 30 working days the user manual for the access of the same banks to the telematic infrastructure.

Once the procedure has been activated, citizens will be able to submit applications for access to the Fund directly to the bank/financial intermediary to whom the mortgage loan is requested, using the form that will be made available on the Treasury Department website (www.dt.tesoro.it), on the Consap website (www.consap.it) and on the websites of all participating banks/financial intermediaries.
 
The lists of banks adhering to the Protocol from which it will be possible to request state guarantees will be available on the Consap SpA website (www.consap.it), as well as on the ABI website (www.abi.it).
