La road map of the government for the abolition of anti-Covid measures takes shape. As announced last week by the Prime Minister, Mario Draghi, the executive is planning a strategy to bring the country back to normal. The process will have to be gradual and will certainly continue well beyond 31 March, the day on which the state of emergency, now in force since 2020, will expire. There shouldn't be any problems with stadium capacity: the most controversial decisions rather concern the green pass (the governors are asking for immediate abolition, while the government has in mind a withdrawal of the measure in several stages) and the obligation to wear masks indoors, the cancellation of which risks being interpreted as a free-for-all with potential negative repercussions sanitary level.

But let's see, based on the latest rumors, what the main points of the upcoming road map could be.  

The draft road map for the abolition of anti-Covid measures

February 20: more public in the stadiums

Reporting should be allowed from February 20th the capacity of the stadiums from the current 50 to 75%. The return to 100% should take place by 24 March, the date on which Italy will face North Macedonia in the first match of the playoffs for qualifying for the soccer World Cup.

March 10: popcorn at the cinema and visits to the hospital

From 10 March the ban should be lifted eat and drink in cinemas and theatres. The closure of the bars in these facilities was expected to last until March 31, but the rule was changed by the Chamber with the latest Covid decree which extended the state of emergency and changed the rules on the green pass.

Also from March 10 it will be possible again visiting family members hospitalized. The duration of the visit cannot exceed 45 minutes a day and, to enter the wards, the following must be satisfied requirements:

  • have completed the vaccination series with three doses;
  • or have two doses, but have already recovered from Covid and have the report of a negative swab done in the last 48 hours with you.

These rules will be valid throughout the country and in all hospital departments, including intensive care. Furthermore, compared to the recent past, there is also another important novelty: the medical directors of hospitals will no longer be able to prevent access to relatives who meet the requirements.

March 31: farewell to the state of emergency

As mentioned, the last day of March will also be the expiry date of the state of emergency, declared for the first time two years ago by the Conte 2 government and renewed without interruption since then. This time the executive has decided not to extend the state of emergency beyond, which in any case can be declared again in the event that new variants appear and the epidemiological curve rises again.

The collection of the green pass begins in April

The abolition of the greenpass it will start in April and the first stage should be the cancellation of the obligation in outdoor bars and restaurants.

Subsequently, the stop should also be extended to the structures where it is possible to do it outdoor sports.  

Anti-Covid measures on buses and subways

Also from April, if the contagion curve continues to decline, students over 12 should be allowed to get on buses and subway trains without the enhanced green pass, but with a negative swab.

News on the colors of the Regions

At the same time, the government will have to examine the agenda of the Parliament to pass the color system which classifies the regions into three risk bands (yellow, orange and red, each with its respective anti-Covid measures).

June 15: mandatory vaccine for over-50s

Finally, in mid-June, the vaccination obligation for the over 50s expires and it will be necessary to decide where to eliminate the reinforced green pass indoors. An important evaluation, because it will also concern workplaces.
