Milleproroghe, Superbonus towards stop extension of villas and more time for under 36 mortgage applications

From Super bonus 110% for the villas a.i mortgages intended for young people up to dehors. These are some of the topics "touched" by the approximately 60 reformulation hypotheses with a positive opinion from the Government to the modification proposals presented at the Milleproroghe decree, being examined by the Constitutional Affairs and Budget Commissions of the Senate. Among others were withdrawn the proposal on capital gains in the sector of sports and the amendment which allowed until 31 December 2026 to derogate from the prohibition for retired PA employees to be appointed to top positions in national bodies, institutes or companies, falling within the competence of the state administration, by bodies constitutional, subject to the favorable opinion of the parliamentary commissions. There is no trace, for now, of any provision on beach, health and education concessions.

Superbonus 110% towards stop extension villas

The amendment to the milleproroghe decree first signed by Francesca Tubetti (FdI) which provides for the extension from 31 March to 30 June of the Super bonus at 110% for the villas it will most likely be withdrawn.

The government - writes Ansa - would have considered the issue not among those to be evaluated in the context of the decree and therefore would not have given a favorable opinion.

Mortgages for under 36s

Another reformulated amendment to the Milleproroghe Decree, being examined by the Constitutional Affairs and Budget commissions of the Senate, intervenes on the mortgages for young people. The deadline for submitting applications for access to the "enhanced" guarantees of the First Home Guarantee Fund for mortgages by young couples or single-parent families with minor children or young people under 31 has been extended from 30 March to 2023 June 35 with an atypical employment contract and with an income not exceeding 40 thousand euros.

Early retirement until 2026

A change will be submitted to the vote of the commissions which provides for the possibility until 2026 to carry out early retirement – with the payment of the pension by the employer – in cases where the achievement of the minimum retirement requirements is within 7 years from the termination of the employment relationship. The extension from 7 years instead of 4 from the termination of the employment relationship to meet the minimum requirements for the pension currently expires at the end of 2023.

Dehors free until the end of the year

Extension to 31 December 2023 of the simplified rules envisaged for i dehors in the Covid era. Bars, restaurants, pubs and other public businesses will therefore be able to continue to keep tables, platforms and dehors on the sidewalks.

For the Regions to vote more time on the personal income tax choices

Le Regions in which elections have been called as at 31 December 2022, they will have more time to decide whether or not to increase the Irpef surcharge, bringing it from 0,50 to 1%, reads another reformulation. The deadline for the decision, currently set at 31 December of the year preceding the one to which the surtax refers, is deferred to 31 March of this year, only for the rates applicable for the 2023 tax year.

Unused tax rebates reassigned to tourism 

A further proposal for a redrafting of an amendment provides for reallocation to the sector the 30 million unused tax rebates in 2022, with the aim of increasing its competitiveness and sustainability.
