Milleproroghe 2012, pension reform: news for early and retired

The Chamber has given the green light to the Milleproroghe decree 2012 on which the Monti government received the trust of Montecitorio last week. There were 449 votes in favour, 78 against and 11 abstentions. The measure is now being examined by the Senate for the second reading. New changes are already being announced at Palazzo Madama.

Here are the main innovations introduced during this first parliamentary passage:

PENSION REFORM: EARLY RELIEF AND EXPLOITATION 

Workers "precocious” are those who will leave their jobs with 42 years of contributions (41 and one month for women) despite not having reached the age of 62. There will be no penalties for them if they leave their job with a seniority of contributions accrued by 31 December 2017. The period includes periods of compulsory maternity leave, for the fulfillment of military service obligations, for accidents, for sickness and cash ordinary integration. 

With the term "exodus” instead we refer to workers who – accepting economic incentives from the company in crisis – have resigned with the prospect of retiring within the next two years. In their case, the new rules introduced with will not be applied the December move by the Fornero reform (which would not allow retirement), provided that the employment relationship ended by 31 December 2011. If the resources were not sufficient to cover this correction, an increase in the contributions that companies pay for social safety nets could be triggered .

CIGARETTES, THE PRICE INCREASES TO COVER PENSIONS 

The resources necessary to cover the changes to the pension reform will come from an increase in the basic rate of excise duty on manufactured tobacco. The new revenues must be equal to at least "15 million euros for the year 2013 and 140 million per year starting from 2014", reads the text.

FUNDS FOR EXILES FROM LIBYA 

Incoming 150 million euros in three years for the Italians who in 1970 Muammar Gaddafi expelled from Libya.

SISTRI 

Extension of a further four months (until 30 June) for the operation of the Sistri (Waste traceability control system).

ROADS AND HIGHWAYS AGENCY 

Four more months for the adoption of the Statute of the Agency for road and motorway infrastructures.

BEACHES 

The concessions on beaches, lakes and ports, also for uses other than tourist-recreational ones, in force at the end of 2011 are extended by one year.
