The moderate line wins on the Mes carried out by Economy Minister Giancarlo Giorgetti, with the support of European Affairs Minister Raffaele Fitto and Giulio Tremonti. On the other hand, the Prime Minister and the League were defeated, forced "to give in" and to propose a suspension on the ratification of the Mes which provides for a stop of four months at most and not one year as Meloni would have liked. The internal clash in the center-right on the European Stability Mechanism therefore ends with a compromise that postpones to the autumn the possible go-ahead for the provision loudly requested by Brussels and the other Member States. Italy is in fact the only country that has not yet ratified the treaty.

Mes: 4-month suspension presented

"The majority groups have presented the suspension for not proceeding with the examination of the bill (of ratification of the Mes ed) for a period of 4 months”. That is until the end of October when the budget session will start. This was announced in the Chamber by Andrea Di Giuseppe (Fdi), speaking in the general discussion on the bill ratifying the Mes. The deputy.

The text signed by the majority group leaders reads: ''In the light of the changes made to the founding treaty of the Mes, following the recent changes in the interactional context in which the Mes would be called to operate and considering that we are still waiting for what may be new rules of the Stability Pact union, the completion of the banking union and the financial safeguard mechanisms – fundamental issues for the future growth of all the member countries of the European Union and inseparable from the Mes – it is deemed appropriate to proceed more insights into the functioning of the Mes, given the delicacy of the topics covered''.

Giorgia Meloni would have liked a one-year stop

A suspension of only four months is considered a victory for the moderates of the centre-right, the most sensitive to EU pressure, but above all a defeat of the line pursued up to now by the Prime Minister, Giorgia Meloni, and by the League, absent during the general discussion in the Chamber.

In fact, the Premier would have liked to postpone any decision on the Mes until at least December 2023-January 2024, while the Carroccio proposed even a one-year stop, postponing everything to the days following the European elections. 

However, the extremist line would have greatly irritated the EU Commissions and the other Member States, which have been waiting for a response from Rome for months. To date, Italy has remained the only country that has not ratified the Mes, de facto blocking the process. According to Brussels' plans, the European Stability Mechanism should enter into force in January 2024. With the 4-month stop, therefore, if Italy finally ratifies the Mes in October-November, the scheduled times will be respected.

We recall that on 29 June the Foreign Affairs Committee of the Chamber had given the green light to the bill ratifying the Mes, which arrived in the Chamber this morning. Yesterday, in the Commission, the majority deserted the work. The text was approved by Pd, Action-Iv and +Europe.
