Goods in customs, certain times for controls

Short times and precise deadlines for completing customs formalities. The Chamber has introduced in decree law 145 "Destinazione Italia" a provision which limits the time available to the Customs Agency and all the public offices involved in the authorizations for the export of goods presented at border points.

The maximum deadline for documentary checks is only one hour, while the offices have a maximum of five hours to visit the goods. Only if the checks require verifications of a technical nature, as in the case of taking and analyzing samples, can the times required to know the relative results be extended, but never exceed three days.

Failure to comply with these terms will be responsible for the administrative procedure, according to the provisions of law 241 of 1990 on the transparency of public administrations. The law was approved on the initiative of Roberta Oliaro and other deputies of Civic Choice.

In addition to the Customs Agency, the offices required to comply with the deadlines set by the law are the maritime, air and border health offices, the border inspection posts, the local health companies, the Ministry of Agricultural, Food and Forestry Policies, the State Forestry Corps, Agecontrol, the regional phytosanitary services, ICE, the Chambers of Commerce.

The law is part of the measures to support the internationalization of companies, together with the law, already contained in the original text of the decree law, which provides for a wider articulation of the opening hours of the border customs offices, identified with a provision by the director of the 'Customs agency.

The Destinazione Italia law decree was approved by the Chamber of Deputies last week and yesterday it began to be examined by the joint Finance and Productive Activities commissions of the Senate. The provision must be ratified by Parliament by Friday 21 February and the commissions have set Monday 17 as the deadline for the presentation of the amendments.
