Medical specialists and trainees: the news of the Milleproroghe

Doctors are at the center of Milleproroghe 2020. Important news is coming for older doctors, who will be able to remain in the ward even after 40 years of activity and up to 70 years of age, but also for younger colleagues who have yet to complete their specialization course, but who will have the possibility of being hired as early as the third year.

The decree-law is being discussed in the Chamber (the Government should place its trust in the afternoon of February 17) and will then have to be examined by the Senate. However, times are very tight given that the deadline has been set for February 29th.

So let's see what they are the most important news provided for doctors in the Milleproroghe.

THOUSAND EXTENDATIONS: DOCTORS AT WORK UP TO 70 YEARS

In order to make up, at least partially, for the shortage of doctors that has long afflicted the National Health System, some measures contained in the Health Package signed in December by the Regions and by the ministry led by Roberto Speranza have been included in the Milleproroghe. Among the amendments approved by the Constitutional Affairs and Budget Commissions of the Chamber there are in fact two regulations that directly involve Italian doctors.

As expected, doctors will be able to continue working, on a voluntary basis, even beyond 40 years of activity. However, there is a personal limit: it will be possible to remain in the ward until the age of 70.

A measure already in force in various Regions and which until 2022 will be extended to the entire National Health System. According to estimates made by the Ministry of Health, they could be about 10 thousand doctors who between now and 2022 could exceed 40 years of activity, being under the age of 70, thus having the possibility of remaining at work.

MILLEPROGHE: THE NEWSÀ FOR SPECIALIZING DOCTORS

Younger doctors may be hired on fixed-term contracts, but with partial hours (to allow, at the same time, to complete the specialization), already from the third year of the specialization course. To do this they will have to pass the competition for access to health management. In case of victory they will then be placed in a "separate ranking". Furthermore, once the qualification has been obtained, doctors will have the possibility of being hired on a permanent basis. The audience of beneficiaries, in this case, will involve around 13 thousand people.

For postgraduates, the news does not end here: the Milleproroghe extends to 31 December 2022 the faculty of the Local Health Authorities to hire specialist doctors included in separate rankings with fixed-term part-time contracts.

THOUSAND EXTENSION: RESEARCHERS

Finally, the omnibus decree provides for the recruitment of 1.600 researchers in universities.
