Give vouchers to VAT refunds, from sector studies to pension funds. There are many measures contained in the "maneuver" approved on Monday in the Budget Committee in the House. The decree, originally passed at the request of Brussels to correct the 3,4 accounts by 2017 billion, has transformed over time into a sort of spring extension.

The current version is probably the definitive one, because in the Chamber of Deputies the government blocked the amendments by placing its trust and in all likelihood it will do the same in the second parliamentary passage (the Legislative Decree expires on June 23). There will be no problems in the House, but in the Senate the numbers are much more precarious and approval is not a given, given the discontent that is affecting the majority.

The warmest fronts are two. Mdp and various elements of the left Pd contest the reintroduction of vouchers for casual work, canceled last March to defuse the referendum promoted by the CGIL. The Popular Alternative of Alfano, on the other hand, could withdraw its support in protest against the recent one Renzi-Berlusconi-Grillo agreement on the German-style electoral law, which with the 5% barrier would leave minor parties out of Parliament. For these reasons, if the government chooses to place its trust also in Palazzo Madama - as seems probable - it cannot be excluded that the vote on the maneuver could decree the early end of the legislature.

Let us now see what are the main innovations introduced in the commission at Montecitorio.

NEW VOUCHERS

In place of the old vouchers, the "Family booklet" and the "Occasional contract" arrive. The first is intended for housework (gardening, tutoring, baby-sitting) and provides for payment with telematic coupons of 10 euros per hour. The second is a new institute with a minimum hourly wage of 9 euros, to which must be added contributions paid by the employer in the amount of 33% of the remuneration and the insurance premium against accidents. Companies with more than 5 permanent workers, those in the construction and mining sector and companies carrying out works and service contracts cannot use it.

The main change compared to the old vouchers is in the limits of use: employer and employee will not be able to request or provide services for a value exceeding 5 euros a year. In addition, each worker will be able to offer services to a single client up to a maximum of 2.500 euros during the same year. Once that threshold is exceeded, the obligation of permanent employment will start. None of these limits apply to the agricultural sector, where, however, the use of the new "contract" will be limited to pensioners, the unemployed, students and people receiving supplementary benefits.

VAT REFUNDS

The times for VAT refunds will be shortened from 90 to 65 days, avoiding the intermediate passage through the collection agents. On the other hand, nothing was done for the exclusion of professionals from the extension of the split payment.

FIELD STUDIES

The sector studies will be replaced by synthetic fiscal reliability indices (Isa). Therefore, the bill presented in recent weeks by the PA is absorbed into the maneuver which provides, starting from 2018, for the creation of new indicators "aimed at verifying the normality and consistency of business or professional management - reads the amendment - also with reference to different taxable bases, and express on a scale from 1 to 10 the degree of fiscal reliability recognized to each taxpayer".

In other words, the assessment from 1 to 10 assigned to VAT numbers will correspond to a certain level of fiscal reliability in terms of normality and consistency of business and professional management, which will allow access to a growing reward system based on fewer obligations and assessments less stringent.

PENSION FUNDS

The forms of complementary pension will be excluded from bail-in.

SCRAPPING OF TAX DISPUTES

As far as tax disputes are concerned, the possibility of scrapping is also extended to disputes involving Municipalities, Provinces and Regions. By 31 August, local authorities will have to decide whether or not to apply the measure. Furthermore, a modification proposal presented by M5S and accepted by the commission admits to scrapping the disputes activated by the date of entry into force of the decree law (23 April last) and not by the end of last year, as written instead in the article.

However, the proposals aimed at reopening the terms for the scrapping of tax bills did not pass. "The proposal has a foundation - said the Deputy Minister of Economy, Enrico Morando - but now it would only risk collapsing the offices grappling with the enormous request that has already arrived".

SLOT MACHINES

Slot machines will be reduced by 34% by 2018. The cut will take place in two stages: -15% (345) by the end of 2017 and -19% (265) by April 30 next year.

NPL

Green light for a series of tools that aim to unlock the Npl market in the hands of banks and financial institutions. Among the upcoming measures, the possibility that securitization companies can grant loans and acquire or subscribe shares or securities deriving from the conversion of credits. There is also the possibility for banks to set up vehicle companies to "acquire, manage and enhance" the assets placed as collateral for credits.

WEB TAX

A transitory web tax arrives in Italy. Basically, web multinationals with revenues exceeding one billion are expected to sign a strengthened preventive agreement with the tax authorities. To fall within the scope of the measure, the companies will also have to carry out the sale of goods and services in Italy for an amount exceeding 50 million euros.

AIRBNB FEE

The so-called "Airbnb tax" on short-term rentals will become law. International online portals, such as Airbnb or Booking, will have to make their customers pay it, acting as withholding agents and appointing a tax representative for collection.

INCAPIENT ECOBONUS

Incompetent taxpayers (i.e. those who do not pay Irpef because they have incomes of less than 8 thousand euros a year) will be able to transfer the eco-bonus for condominium works.

VOLUNTARY DISCLOSURE BIS

Stop the penalties for those who miscalculate the amounts to be paid for joining the voluntary disclosure or pay late.

SAVE-MUSEUMS

After the verdict of the Tar del Lazio, which rejected the appointments of five museum directors, a rule arrives that actually surpasses the sentence, at least for the future. It is clarified that museums are not among the subjects of national interest that cannot have a foreign manager.

EARTHQUAKE

90% of the 2017 municipal solidarity fund will be disbursed to the municipalities affected by the earthquake to deal with liquidity problems. Taxpayers in the areas affected by the earthquakes in 2016 will also be able to present the 730 this year without a withholding agent and receive refunds from the Revenue Agency in less time. Those who buy a demolished and rebuilt building in high seismic risk areas will also be able to take advantage of the so-called earthquake bonus (75% deduction over five years with a ceiling of 96 thousand euros).

ALITALIA

The decree with the bridge loan for Alitalia enters the maneuver. Funding of 600 million euros with a duration of six months is foreseen.

GOODBYE 1 AND 2 CENT COINS

From 2018, Italy will stop minting the 1 and 2 euro cent coins, but those already in circulation will still continue to be accepted.
