It slipped from yesterday to today, at 21, the cabinet which will have to approve the 2020 budget manoeuvre. However, it is probable that in the end only the Budget planning document, the text that by midnight it will be sent to the European Commission. As for the maneuver and tax decree connected, the final vote of the government could postpone a few more days, given that the majority continues to be divided over more than one chapter. To confirm how much the road is still uphill, also came the cancellation of last night's government meeting.
“What does it mean that the Council of Ministers has been postponed? – comments the leader of the League, Matteo Salvini – Who are arguing like crazy ”.
One of the most controversial points is the future of 100 share on pensions. The Democratic Party makes it known that it is available for a revision of the exit windows, specifying however that alternative coverage must be found to those envisaged for the reduction of the tax wedge.
Meanwhile, right on quota 100 it is underway a tug of war between Italia Viva and Movimento 5 Stelle. Luigi Di Maio is pushing to maintain the measure – wanted by the League, but on which the grillini also had a lot of stakes last year – while Matteo Renzi aims to exceed it to reduce taxes.
“The Executive could never support a new tax increase – says the pentastellato political leader – and even less another blow to pensioners”. But Di Maio also says he is "certain of the possibility of finding a square with the Democratic Party".
However, the clash was silenced by the Prime Minister Giuseppe Conte which, on the sidelines of the presentation of the report on innovation and research of the Cnr, "saves" quota 100: "We want to keep Quota 100, because this is the political address. There have been discussions on the exit windows, but nothing has been decided yet. Quota 100 still remains, this without a doubt”
On the fiscal side, while all ambitions of remodulation of VAT rates, definitively excluded by Prime Minister Giuseppe Conte, environmental protection holds the ground: the hypotheses of one are gaining ground new tax on plastic packaging and containers (20 cents per pound) and an additional increase in excise duties on diesel, the price of which is likely to match that of petrol. There is still talk of the so-called “sugar tax” and a new one increase in the price of cigarettes as measures to raise cash and at the same time protect public health.
Also possible an extension to transfers of the so-called "cashback", i.e. the tax discount for those who pay with traceable instruments, previously reserved for electronic cards.
With regard to tax expenditures, should only be cut for the highest incomes: the bar will probably be set at 100-120 thousand euros.
