The resources available for the new budget law "remain very limited", despite the substantial go-ahead to the Italian proposal for a correction of the accounts of around 5 billion, therefore it is necessary to focus on some priorities, starting with "young people and work". This was stated by the Minister of Economy, Pier Carlo Padoan, in an interview with Il Sole24Ore.

“First of all – explained the number one of the Treasury – it is important to underline that budget constraints remain tighter than one thinks. We have started work on a budget law in continuity with the previous ones, which alongside consolidation will have to concentrate on a few priorities: young people, first of all, with permanent measures for employment, then the fight against poverty and a boost investments".

In particular, with regard to youth employment, the idea is to make the incentives "permanent" "in the form of a reduction in the tax and social security burden", also "to push businesses to invest in the long term and to bring in young people with the prospect of a stable job, which allows them to think about a mortgage or starting a family".

However, Padoan pointed out, "solid roofing" and a "precise definition of the audience" are needed. As for the criteria for delimiting it, "we are studying them - continued the minister - but there are two main ones: age, of course, and the fact that incentivized hiring is linked to permanent contracts, so as to strengthen the impact of the Jobs Act".

Padoan then announced that from 2018 the electronic invoicing obligation, currently in force only for the Public Administration, could be extended to commercial relations between private individuals: "It is one of the issues we are working on, because we consider it an important measure not only for the additional revenue it would produce, but also for the transparency and efficiency it would add to the tax system. The full effect should take place starting from 2019, but we do not exclude a departure in the next year".

“TIM? NETWORK SEPARATION CAN GIVE EFFICIENCY”

As for the Tim dossier, according to Padoan, “regardless of the owners, in terms of principle, the separation between infrastructures and operators is a solution that can give efficiency and can be achieved in various ways. The speech must be linked to the strategic objective of providing Italy with ICT capital adequate for the challenges of an advanced country”.

And speaking of proposed by Minister Calenda to use golden power, the Treasury Minister remarked that “the problem is not foreign investments in Italy, which can help growth and employment, but the scarcity of Italian investments in the world. I would like to see more Italy in the world, and when our companies go to make investments abroad we expect equal treatment”.

In this regard, Padoan also stressed on the issue of majority shareholding of Fincantieri in Stx the government will not step back: "We are interested in a project for the creation of a reality of excellence in shipbuilding both at the civil and at the military level, and the Italian contribution would be very large", concluded the minister.
