They have been holding court in the last few hours the new intuitions of Roberto Calderoli, the most resourceful character in this August show. The Minister of Simplifications has proposed new interventions on survivor's pensions (a 36 billion euro treasury) and on accompanying cheques. But above all, he threw a Frankenstein-tax on the table: the property tax on tax evaders. In addition to Calderoli, Giancarlo Giorgetti and Massimiliano Garavaglia gave birth to the idea. The rate remains to be established (not exactly a detail), but the basic concept should be simple: those who have not evaded a penny will be able to deduct the new levy from their next tax return. Trouble is coming instead for the crafty ones.
SOLIDARITY CONTRIBUTION: ALL IDEAS TO STUDY
The purpose of these tributary virtuosities would naturally be the abolition of the solidarity contribution. If you are unable to erase it completely, in any case, various alternative options are ready. The most popular at the moment speaks of an increase in the levy threshold for incomes exceeding 200 thousand euros per year. A single rate of 5% would be paid on the excess quota. But other limits are not excluded (100, 120 and 150 thousand euros), just as the hypotheses of the double rate (5 and 10%) and of the redistribution on the basis of the family quotient remain. However, the problem of balances remains: each of these possibilities would guarantee a lower revenue than the super-tax in the first way, which would have raised 3,8 billion in cash by 2013.
BERLUSCONI: THE KNIGHT'S HOPES AND FEARS
According to Maroni, Monday's summit between Bossi and Berlusconi will be "decisive". Of course, everything would have been simpler if yesterday the leader of the Carroccio, instead of breaking his elbow falling out of bed, had met Angelino Alfano as scheduled. The new PDL secretary is also the supreme mediator of this strange maneuver encore in August, even if the box of agreements reached between Berlusconi and Northern League still shows a dramatic zero.
However, it seems that the Knight has a series of measures ready on the table. Three fundamental points: disposal of public assets, privatization of state-owned companies, liberalization for businesses and professions. With two corollaries of no small importance: the increase in VAT and the raising of the retirement age for women in the private sector (but on a voluntary basis and with economic incentives). These are the measures on which the premier would like to focus, but at the moment he chooses to keep a low profile and leave the stage to Northern League outbursts. The balance on which the majority is now held is very fragile and requires a surplus of diplomacy.
THE OPPOSITION TO THE PREMIER: TREMONTI, FRONDISTS, LOCAL AUTHORITIES
Having recently disappeared from the official news, Tremonti telephoned Arcore to communicate his strong disagreement with all the amendment proposals received in recent days. According to the superminister they would even demonstrate "a certain degree of unpreparedness". In addition to the now consummated divorce from his old friend Giulio and the poor feeling with the Lumbard allies, the protests of the frondists and local authorities hang over the Knight's head.
Especially since the revolt of Municipalities and Regions is being led by thoroughbred pdiellini like Formigoni and Alemanno. The interior minister promised them today a "substantial reduction" of the cuts, perhaps even the total "zeroing". In these conditions, any tear that comes directly from Arcore could prove impossible to mend.
