La State General Accounting Office asked Parliament to cancel 14 articles of the budget law and correct another 60. This is the result of the audit on the deluge of amendments - over 200 - which flooded last Sunday the 2021 maneuver in the House Budget Committee. The intervention of the Accounting Office compresses times that were already tight before: the text returns to the commission, where the covers that had not been indicated by the deputies and which the Accounting Office has shot-balled will have to be found.

By now, to avoid the provisional exercise, the parliamentarians are forced into a tight march. According to the calendar of works defined on Tuesday evening by the conference of the Montecitorio group leaders, today the Chamber will give the go-ahead to trust the maneuver, while the final vote will arrive only after Christmas, Sunday 27. The text will then pass to the examination of the Senate for the final approval. In fact, the Palazzo Madama Hall will barely have time to read the provision.  

Among the amendments censored by the Accounting Office is qThe one that abolishes VAT on vaccines, swabs and Covid diagnostics, an intervention for which convincing financial coverage would not have been specified (400 million would be needed). Also cut the ninth safeguard for exodata, considered excessively expensive for the state coffers (34,9 million for 2.400 people).

The Accounting Office has also asked to restore the tax benefits (50 percent tax credit) for companies that start new businesses in the Special Economic Zones (Zes) and to extend the redundancy fund by way of derogation for the crisis-hit areas of Trento and Bolzano. Nothing to do for VAT on marina resorts (which remains at 22%) and for the establishment of a training center for firefighters in L'Aquila. The funding of 5 million a year for three years for newborn screening is also skipped.

The reorganization of the Red Cross, the 100 million more for the smart tv bonuses and the abolition of VAT on money transfers.

The overall scope of the Del Budget for 2021 is particularly relevant: "It prepares measures to stimulate and relaunch the economy of unprecedented scope and breadth: almost 40 billion to which must be added the 31 billion euro of the drag effect of the decrees against - crises launched in recent months”, said the deputy minister of the Economy, Antonio Misiani. Almost 5 billion in spending were added by parliamentarians during the approval process. And it is precisely on these that the State Accounting Office wanted to see clearly.
