Green light to tax-free refunds for those who make purchases with electronic cards (cashback). Allocation of 400 million for the purchase of vaccines and anti-Covid drugs and of two billion more for healthcare construction (since there is no political agreement on the Mes). These are the main innovations introduced by the majority in the Budget law, which - after the second approval on Monday in the Council of Ministers, which follows that "subject to agreements" of 18 October – will finally arrive in Parliament, where the process will necessarily be accelerated. Compared to the initial roadmap, in fact, the Government has already accumulated about a month's delay, during which the provision has risen up to 38 billion (e 248 articles) with the worsening of the Covid emergency.

About fifty articles are still to be written, but the maneuver is considered closed: the definitive layout was agreed over the weekend at Palazzo Chigi between Prime Minister Giuseppe Conte, Economy Minister Roberto Gualtieri and the majority heads of delegation.

The tender for the concession of Bingo has been postponed for two years (from March 2021 to March 2023), while 25 million euros are allocated for museums for next year and 20 million for the following one. The National Civil Aviation Authority (ENAC) will make a competition for 378 recruitments in the two-year period 2021-2022. From January XNUMX, Istituto Luce becomes a limited company (from limited liability company) with a capital increase of ten million from the Treasury. The flat rate coupon at 21% on rentals of less than 30 days it will be valid for no more than four apartments. Finally, the fund for industrial crisis areas grows by 150 million in 2021, by 110 in 2022 and then by 20 million a year from 2023 to 2026.
