Today, Monday 16 December, the maxi-amendment that contains everything the budget law has landed in the Senate floor, who approved it during the day with 166 yes and 128 no. The Government has decided to lock it down by placing trust. The one at Palazzo Madama is therefore configured as a very rapid passage given the need to avoid provisional exercise by approving the maneuver by 31 December. It is no coincidence that trust is also expected in the Chamber.

This means that parliamentary passages foreseen for this maneuver are only two – and not three as usual – with Montecitorio which will play a role of simple ratification. In the history of the Republic, only three other times has the third reading of the maneuver been skipped, always in (recent) periods of crisis: in 2010, in 2011 and in 2016.

In the afternoon, the president of the Senate Elisabetta Casellati communicated to the Chamber the judgment of inadmissibility of the rules of the maneuver concerning light cannabis, the tobin tax and the postponement from July 2020 to January 2022 XNUMX of the end of the protected market for electricity and gas.

The text sent to the Senate is almost identical to the one released by the commissions of Palazzo Madama at the end of a long marathon e the interventions of the State Accounting Office on the coverage were minimal. In short, the opposite of what was leaked on Sunday, when there was even talk of a lack of stamping for some measures and a hole in the coverage of at least 700 million euros. Indiscretions clearly denied by the government, with the Deputy Minister of Economy, Antonio Misiani, who spoke on Twitter of "fake news" and "urban legends", clarifying that the majority summit scheduled for today "will deal with something completely ”.

Meanwhile, the opposition protests. The parent company of Forza Italia in the Chamber, Maria Stella Gelmini, complains about the compression of the parliamentary debate, writing on Twitter that "Montecitorio will be dispossessed of its right to examine the text".

The Minister of the Treasury, Roberto Gualtieri, instead defends the maneuver, claiming it as great successes the cancellation of the VAT increase and the three billion allocated for cutting the tax wedge, which will start in July and will concern low-medium incomes.
