Yellow on the tax news included in the development decree being studied by the Government. According to the first rumors, the draft of the measure contains 12 regularizations: confirmed the tax agreement, come back there scrapping of roles and raises it closure of pending disputes, now limited to tax disputes up to 20 thousand euros. A real novelty also peeps out: the regularization of local taxes. In 2002-2003, there were a total of 15 amnesties and among these was the grave amnesty rejected by Brussels.

The amnesties also include the reopening of the deadlines for tax returns for previous years to avoid sanctions on any errors, the regularization of accounting records, the definition of delayed or omitted payments, the definition of assessment and dispute notices of notices of imposition of sanctions, calls for hearing and reports of findings, the facilitated definition for the purposes of registration, mortgage, cadastral, inheritance and donation taxes, the definition of unpaid amounts and the regularization of non-fulfilments of a fiscal nature.

The Ministry of Economic Development has denied the presence of amnesties in the decree being defined, but the last word belongs to the Council of Ministers.

Looks like they are on the way too incentives for hiring young unemployed people: "For private employers who hire in the years 2012 and 2013, without being required to, young people under 25 who have been unemployed for at least 6 months or under 35 who have been unemployed for at least 12 months - reads the draft -, the share of the contribution paid by the employer is, for the first thirty-six months, that foreseen for apprentices". There are also concessions for apprenticeship contracts "started in the years 2012 and 2013". In these cases, "the employer's contribution is zeroed until the end of the apprenticeship period".

Incentives also for the hiring of female workers, both on permanent contracts and on fixed-term contracts. The aim is to "achieve the objective of reaching the 60% female employment rate, set in the Lisbon strategy".

For this reason, "to permanent employment contracts stipulated, within two (three) years of the entry into force of this law, for the hiring of female workers, the article applies for the first three (five) years of the relationship 59 (or 53) of legislative decree 6 September 2003, number 276. The same incentive applies for the first five (six) years in the case of part-time employment contracts. The incentive also applies in the case of employment with a permanent contract, by the same employer or client, of workers previously hired with a fixed-term contract or insertion, or project-based collaborators”.
