The responsibility of a country like Italy, which has a very high public debt, goes beyond the European rules on public budgets. This is the position expressed last Monday by the number one of the ECB, Mario Draghi, during the last meeting of the Eurogroup. The news was confirmed by European sources.
In particular, Draghi was referring to the Italian government and its choice to present a draft budget for 2019 with objectives that violate the stability pact.

According to the central banker, not only compliance with the specific rules on budget balances is at stake: the point is that a state of the monetary union must assume responsibility of a general nature, since its choices also fall on the other countries that they use the same currency.
This confirms that the European Commission, in addition to the support of the 18 finance ministers of the monetary union, also enjoys the support of the ECB.
