The government plans to immediately resort to an increase in flexibility to finance security expenditure without waiting for the European Commission, which will publish its assessment of the Italian budget in the spring.

Maneuver: 2016 deficit from 2,2 to 2,4% for security measures

Italy could immediately raise the ratio deficit-GDP planned for 2016, carrying it from 2,2 to 2,4 percent. The extra 0,2% is worth it 3,2 billion euros and would be intended to finance a package of security measures to be included in the Stability Law. This is the line of action that emerges from the latest meetings between the government and the majority in the Chamber, where the maneuver is currently being discussed (the green light should arrive by December 23, the last day before the Christmas holidays). 

Our country should therefore be given a further margin of flexibility without waiting for the European Commission, which in the spring will publish its assessment of the Italian budget and will decide whether or not to grant the flexibility that Rome has already requested for investments and to deal with the migrant emergency.

The plan initially discussed would therefore be skipped, according to which the 2 billion euros put on the table by Prime Minister Renzi (one for security and the police and one for cultural interventions) would replace the commitment to bring the cut in 'IRES, scheduled for July in case of green light from Brussels to the flexibility requested by Italy for the migrants clause. 

Subsequently, a further hypothesis emerged: to immediately allocate the 500 million in revenue higher than expected produced by the voluntary disclosure to security and then wait for the European response before using other resources. But it is clear to everyone that, after the events in Paris, the funds for the fight against terrorism cannot wait for next spring. For this government and the majority would have decided to change course.

According to sources cited by news agencies, to immediately raise the 2016 deficit, the government will have to present a report to Parliament and update the data with respect to the latest update note to the Def. On government communication should not, however, be expected no vote of the Chambers, who had already approved the possible deviation from 2,2 to 2,4% linked to the additional flexibility clause.
