Maneuver: from pensions to bonus facades, here's the news

Pensions, basic income, Iperf, bills, various bonuses and much more. There are many ingredients of the 2022 maneuver, the first by Mario Draghi and Daniele Franco. In all, the law provides for expenditure of 30 billion euros, 6,6 more than the figure indicated in the budget planning document sent to the European Commission a few days ago.

The largest chapter is the one dedicated to tax cuts, which absorbs eight billion. Another four billion goes to health care, while two billion are used to mitigate the expensive bills. For social shock absorbers, the allocation is three billion; on the other hand, 600 million are destined for pensions. The Maneuver also establishes the postponement of the sugar and plastic tax to 1 January 2023, leave for fathers, the renewal of building bonuses, funds for health care and also for the Jubilee 2025. 8 billion are destined for the internationalization of companies from 2022 to 2026, while 900 million euros will be used to finance the nova Sabatini. The text also includes the refinancing of the Guarantee Fund for SMEs up to 2027 and the passage of pensions of journalists from Inpgi to Inps.

Let's see what the main points of the 2022 maneuver are.

PENSIONS

Quota 100, the Northern League brand measure that allows you to retire early with at least 62 years of age and 38 of contributions, expires on December 31 and will not be renewed.

Draghi does not intend to replace Quota 100 with an equivalent and structural measure: the project is to build a temporary slide that makes the so-called "stairway" less steep, i.e. the five years of extra work that those planning to retire in the 2023 with the Quota 100 rules.

The final compromise with the League revolves around a quota 102 which – only in 2022 – will allow leaving the job with at least 64 years of age and 38 of contributions.

BASIC INCOME

The ax of Draghi and Franco also hits the other measure-flag of the yellow-green government, the one registered by the 5 Star Movement. The basic income, however, does not disappear (as the center-right and Italia Viva would have liked). Instead, it is corrected, with stricter requirements for the award and more effective controls (ex ante rather than ex post). But the most significant novelty is another: the second refusal of a job offer, the subsidy is lost, while for those who find a job, the check is cut progressively.

TAX CUT

The eight billion allocated by the government to cut taxes have opened another controversial front, not because of the adequacy of the amount, but because the government has not chosen how to allocate the resources. It will therefore be the Parliament that decides how many funds to allocate to the Irpef cut and how many to the cancellation of the Irap (which should be merged with the Ires).

SOCIAL SHOCK ABSORBERS

There are 3 billion for social safety nets, a figure considered insufficient by the unions (and probably also by the Minister of Labour, Andre Orlando, who had originally studied a seven billion plan). The reform provides for the strengthening of the naspi and Dis-connect, to be linked to active policies and training for reintegration into the world of work. Employment centers are also strengthened, while the Covid redundancy fund for small tertiary businesses is extended. Finally, sickness refinancing for quarantined workers is on its way.

BILLS

To reduce the increase in electricity and gas bills, the government allocates two billion euros to be spent in 2022. The establishment of an ad hoc fund is also envisaged with the aim of "supporting families and supporting economic recovery".

SUPERBONUS 110% AND OTHER DISCOUNTS

Il Super bonus at 110% is extended, but only for condominiums and social housing.

Eventually, the Facade bonus, which at first seemed destined to disappear. However, the subsidy suffers a cut: the value of the renovations covered by the bonus drops from 90 to 60%.

GOODBYE CASHBACK

No second thoughts, however, on the farewell to cashback, the flagship measure of the Conte 2 government. The cancellation allows you to save one and a half billion, which will help finance interventions on social safety nets.

4.0 INDUSTRY

The industry 4.0 program is refinanced for 2022.

Furthermore, the business package contains three billion to extend the guarantees disbursed by the fund for small and medium-sized enterprises.

HEALTHCARE

A total of four billion is allocated to healthcare, with an increase of two billion on an annual basis from the National Health Fund.

FAMILY

400 million is on the way to make the 10-day paternity leave structural, plus other resources for nursery schools and nursery schools, guarantees and tax exemptions to facilitate the purchase of a first home.

TAX BUFFER

The VAT on female sanitary towels (the so-called "tampon tax") drops from 22 to 10%.
