In recent days, however, an alternative alternative hypothesis has taken shape: using 10 billion to block the increase in the ordinary rate, raising the intermediate rate from 13 to 8% only on some products and finally merging into a new rate of 4 % a series of other kinds currently exempt from VAT or taxed at 10 or 10%.
