Yet another field day in the Senate, where today, December 17, it is the day of the tax decree. In a very short time, Palazzo Madama should approve the provision, already modified in the Chamber, without making any changes. As happened for the 2020 Budget law, which received the ok in the late evening of December 16, also in this case the government should place the trust.

The tax decree arrived in the Chamber without the Finance Committee being able to complete the examination of the provision. The meeting began to examine the tax law already in the morning, while the vote on confidence is expected in the late afternoon. Once this passage has been filed, which represents the second reading without changes, the tax decree will officially be law.

They are contained within important news: from prison for the great tax evaders to new rules on PIR, passing through the stop to the sanctions for traders who do not have a POS, the Tampon Tax and the possibility of applying the RC family car even on scooters and motorcycles.

Turning to the Maneuver, last night the Senate has approved the maxi-amendment with 166 votes in favor and 128 against after an afternoon of strong controversy caused by the last-minute removal of 15 regulations and about seventy tax corrections. To be excluded from the maxi-amendment to the 2020 Budget law were, among other things, the postponement of the entry into force of the free market for energy, the tobin tax on online financial transactions and the regulation on the liberalization of light cannabis.

After the go-ahead to the trust from the Senate, the text goes back to the House. Substantially, however, Montecitorio will limit itself to approving what has been decided by Palazzo Madama without making further changes. The law is locked down and will have to be approved before Christmas. Barring unforeseen events, the 2020 Maneuver is now in the safe. Among the main measures that will come into force next year include the halt to the VAT increase, a 3 billion tax cut for workers (from July), the plastic and sugar tax. The text also provides that in the next three years 47 billion in increases in VAT and excise duties will have to be defused: 20 billion in 2021 and 27 in 2022.
