Maneuver 2018: from discounts on trains and buses to mobile bonuses

19% deduction for expenses relating to local, regional and interregional public transport. The furniture bonus included in last year's budget has been extended: 50% tax relief on the purchase of furniture and appliances for expenses of up to 10 thousand euros. Among other innovations, new resources for the renewal of the contract in the public sector, bonuses for those who insure homes against natural disasters and funds for the development of sustainable mobility.

Updates and news continue to arrive on the 2018 Maneuver approved "subject to agreements" on 16 October by the Council of Ministers. The draft text, which could be subject to further modifications and filings, presents numerous innovations: here are the most important.

Tax deductions for public transport season tickets 

The 2018 Budget sets the deductibility from the gross tax at 19% for an amount of expenses relating to local, regional and interregional public transport not exceeding 250 euros per year. There are also tax breaks for the "good Tpl": "The sums reimbursed by the employer or directly supported by the latter for the purchase of tickets for buses and trains do not contribute to forming income from employment, as is the case for meal vouchers". This can be read in the explanatory report to the new draft of the manoeuvre. 

Extension of mobile bonuses 2018

Important change compared to the first draft of the text, in which there was no trace of the facilitation inserted only at a later time. The setting of the 2017 Maneuver has been confirmed, while a concession for young couples had been inserted in the text of two years ago. 

The bonus will give the right to take advantage of a 50% deduction on the purchase of furniture and large appliances, in the event that the purchase is linked to building renovations. The bonus is valid for all purchases made by 31.12.2017 and, if the extension is definitively confirmed, the time limit will become that of 31.12.2018. The deduction has a ceiling of 10 thousand euros. 

Public administration contract funds 

The text provides for the allocation of additional resources aimed at renewing the contract in the public sector. The figure relating to the central PA adds up to the previous allocations. The charges to be borne by the state budget for the three-year period 2016-2018 are therefore restated as follows: 300 million euros for 2016, 900 million for 2017 and 2,9 billion from 2018. 

Thanks to the Government's intervention, it would be possible to guarantee average monthly increases of 85 euro. 

Natural disasters

Important news for the insurance sector: the tax bonus arrives for homeowners who insure their homes against natural disasters. In addition to the Irpef deduction of 19% on the premium paid, the hidden tax of 22,25% which affects the premiums disappears. 

Again in relation to natural atmospheric events, the new draft suspends the payment of tax obligations for residents and businesses of the municipalities of the island of Ischia affected by the earthquake of 21 August. Allocated 50 million euros for reconstruction. 

Sustainable mobility projects

The update of the text of the Maneuver also includes the allocation, starting from 2019, of 100 million a year for "experimental and innovative projects of sustainable mobility" proposed by municipalities and metropolitan cities. The rule is aimed at implementing the guidelines contained in the national strategic plan and will allow to shorten the times of the rolling stock renewal process, with the introduction of alternatively powered road vehicles. The intervention aims to obtain substantial improvements in air quality and also in the service offered to citizens
