It is a partial answer, but useful in order not to increase the protests of governors and mayors. The Government has allocated the first 100 million euros for urgent interventions in the Regions affected by the recent hydrogeological disasters. The money was allocated as follows: Abruzzo 1.685.410,82 euros; Basilicata 48.977,78 euros; Calabria 666.163,21 euros; Campania 2.357.094,62 euros; Emilia-Romagna 24.438.027,72 euros; Friuli Venezia Giulia 932.628,50 euros; Liguria €39.950.673,95; Brands 156.786,97 euros; Piedmont 19.634.880,93 euros; Apulia 897.848,95 euros; Tuscany 5.294.037,86 euros; Veneto 3.937.468,69 euros.

The provision is the first of those requested by local administrators who, while they were calculating the damage, had to insist with Palazzo Chigi to hurry up to get the economy and services back on their feet. The governor of Liguria Giovanni Toti was among the most decisive in underlining the emergency and the need to think about putting the territories in order. The signal has arrived and Conte and the ministers, invoking the current legislation, announced forthcoming decrees to support the economic and social fabric. The governors obviously wait. In any case, it will also be necessary to clearly define the needs for the restoration of the damaged structures. And the general picture does not leave us calm, since Italy remains an unsafe country. Pressure from below has led the government to approve the extension of the state of emergency to Abruzzo, Basilicata, Calabria, Campania, Emilia Romagna, Friuli Venezia Giulia, Liguria, Marche, Piedmont, Puglia, Tuscany and Veneto. However, the methods of reimbursement to citizens, associations and production activities that have suffered the consequences of bad weather have not yet been defined. Also on this point, the Regions do not intend to wait long times to guide people and receive subsidies.

Stefano Bonaccini, president of Emilia Romagna, was the fastest to comment on the post-instability measures. On 22 November, as one of the most affected regions, Emilia Romagna had urged the executive to give operational signals to the population and economic activities. He was not disappointed, while he knows well, even as president of the State-Regions Conference, that discussion on how to prevent disasters and put Italy in safety, once and for all, is open at a national level. After all, even for Conte, if he wants to be credible, this is the real stake. The good declarations on the safety - environmental and hydrogeological - of the country have not been reflected in budget allocations.

A provision is being examined in the Senate with inevitable debates on who should have the power and the money: the appointment of extraordinary commissioners, the "green managers" for the environment. The powers should go to the governors themselves to commit them to the mitigation of the territories and the three-year intervention plans. But there are bureaucratic aspects to be defined, such as the evaluations of the programs by the Ministry of the Environment, the basin authorities or the inter-ministerial control room "Strategia Italia".

Non-secondary aspects that can work on paper, but which in the face of landslides and floods can turn into obstacles. It is discussed according to the times of politics and agreements between the center and the periphery. We talk about it considering perhaps the most critical phase has passed which in reality, as the Italians know, never passes: 16% of compromised surface, hydraulic risk in 7.275 out of 7.983 municipalities, 20% of allocated money used at the end of 2018. Structural emergency is the most suitable oxymoron.
