The Council of Ministers has approved the bill on Made in Italy:, with the aim of providing Italian excellence with new resources, new skills and above all new safeguards. The provision, on which the ministry led by Adolfo Urso worked, provides for a series of measures and initiatives aimed at encouraging the entrepreneurial system in agriculture, protecting biodiversity, promoting districts of typical products and creating the now well-known Made in Italy high school. In addition to the inclusion of rules to tighten the system of sanctions for fight against counterfeiting. Among the measures introduced also a 1 billion sovereign wealth fund to promote strategic supply chains, the Nutrinform Battery to be applied to food product labels. As well as a dedicated day to be set for 15 April to "celebrate Italian creativity and excellence". The list of interventions to promote Made in Italy is long. Let's go in order.
Made in Italy high school and training
The new address of high school it will have to “promote the knowledge and skills associated with the excellence of Italian products and tradition”. The goal is to do so "through a high school course capable of giving historical-legal, artistic, linguistic, economic and market skills suitable for the promotion and enhancement of individual national production sectors that take into account the specific vocations of the territories". Everything would be declined "taking into account the specific vocations of the territories". The discipline of the study program will start within 90 days from the date of entry into force of the law. The start of the new school cycle is expected for the year 2024/2025.
But this is not the only training method foreseen. A Foundation called "Companies and Skills for Made in Italy“. In addition, it is foreseen the possibility for employers to hire retirees for a maximum of 24 months to tutor new hires. For the latter, employers would be exempt from paying contributions.
1 billion sovereign wealth fund, cultural institutes
Among the most important news, the birth of sovereign fund with an initial endowment of 1 billion. The objective of the tool is to stimulate the growth and consolidation of national strategic supply chains also for the procurement phase of critical raw materials.
The provision also provides for the "possibility for institutes and places of culture to register the brand that characterizes them" as well as the introduction of the definition of "cultural and creative enterprises", which must be registered in a special register to enjoy a fund at the Ministry which is part of the "National strategic plan for the promotion and development of cultural and creative enterprises”. Furthermore, forms of support are envisaged for the trade fair sector.
Nutrinform Battery and Made in Italy seal
With "NutrInform Battery” means “the national labeling system for the correct use of the nutritional indications of food products”. The design also provides for the creation of a “official mark” of Italian origin of “Made in Italy” goods for the promotion of the intellectual and commercial property of the goods. For these, "production regulations must be adopted with the establishment of producers' associations for the valorisation of the products". The movements of the products will be traced "through the establishment of a national catalog with the requirements set by the European Blockchain Service Infrastructure (EBSI)".
Fight against counterfeiting
For the fight against counterfeiting – against which the sanctions are increased and collaboration with the judiciary of foreign countries is promoted – the aim is to guarantee the specialized training of magistrates on the subject. Furthermore, "to speed up and simplify the destruction of seized counterfeit goods, the Penal Code and the Code of Criminal Procedure are amended, to also punish those who hold counterfeit products for sale".
Technical commission for quality pasta
In the provision of 50 articles, one enters as a novelty Technical commission "with the aim of carrying out surveys, technical insights and drawing up guidelines that identify particularly high-quality processes in the production process of durum wheat semolina pasta", in order to allow producers to give correct and relevant advertising evidence in product labelling.
Strategic supply chains: wood-furniture and boating
New sectoral measures have been introduced to support the main supply chains of excellence through the valorisation of the 100% national wood-furniture supply chain, textile, nautical, ceramic and goldsmith products. And as many as 10 million euros are earmarked for female entrepreneurship.
National Made in Italy Day
Finally, it is set up for the day 15th April the "National Made in Italy Day" aimed at celebrating "Italian creativity and excellence, in institutions, schools and places of production and to recognize its social role and contribution to the economic and cultural development of the nation and its identity heritage".
