Made in Italy, Sabatini, South: what is missing in the maneuver

In the national reform program included in the Def, the Government does not ask for new funds for the extraordinary plan for Made in Italy or to refinance the so-called "Nuova Sabatini" - The commitments in favor of the South are also vague, but Minister Lezzi takes precise commitments on the South bonus

Extraordinary plan for Made in Italy, Nuova Sabatini, measures for the South. On these three items of expenditure there is little or nothing in the annexes to Economics and finance document. Nothing will prevent the Council of Ministers or the Parliament from including new measures in the text of the budget law, but at the moment the government's intentions are not clear and the commitments made remain vague.

PLAN FOR MADE IN ITALY

In September, the internationalization control room had expressed the need to refinance the extraordinary plan for Made in Italy with 130-150 million for 2019. In the annexes to the Def, however, there are no requests in this sense from the ministry of economic development.

NEW SABATINI

The refinancing request for the so-called "Nuova Sabatini", the law that guarantees subsidized loans to companies that buy or lease new capital goods, has not yet been received. According to government technicians, the money already allocated could be enough. The trade associations do not think the same way, as they fear the funds will run out.

INTERVENTIONS FOR THE SOUTH

In the national reform program included in the Def, the South is mentioned only in a generic way, such as the implementation of the "agreements for the South", the strengthening of the "South's ability to manage cultural programmes" or attention to the "specificities of the South Italy".

However, the minister for the South, Barbara Lezzi, assured that the government intends to refinance the South bonus for another three years (2019-2021), which guarantees a complete tax relief up to a maximum of 8.060 euros a year and for a maximum of 36 months on all recruitments (i.e. without age limits, but provided that the worker has been unemployed for at least six months) to companies in Abruzzo, Basilicata, Campania, Calabria, Molise, Puglia, Sicily and Sardinia. It is not excluded that the South bonus could be absorbed into a national subsidy.
