Liberalizations: the yeses and nos of the insurance companies on the new Rc Auto

A round table organized by the Mib School of Management of Trieste addressed the issue of innovations, in the field of insurance, introduced by the Liberalization Decree of the Monti Government, analyzing the possible effects on the Motor TPL. The meeting was attended, among others, by Elena Bellizzi (ISVAP), Vittorio Verdone (ANIA), Giampaolo Crenca (Actuarial Firm Crenca & Associati), Fabio Sattler (Allianz),Enrico San Pietro (Unipol), Alessandro Santoliquido (Sara Assicurazioni)Manlio Lostuzzi (Generali)

The liberalizations aim to favor the mobility of the insurance market and to reduce the costs of the policies. On some measures, such as the containment of speculation on micro-permanent lesions (with the introduction of the obligation of objective clinical checks for the reimbursement of minor injuries) and the "dematerialisation of insurance documents", an almost unanimous consensus emerged from the Companies.

Deep rifts and discussions, on the other hand, have opened especially on three topics: the policies combined with the black box (the installation of which would be borne by the Companies, generating enormous costs), tariff discounts for virtuous drivers and the obligation to submit to the customer three estimates from as many companies before subscribing.

This last point above all, opening to the free collaboration between intermediaries registered in the Single Register of Intermediarieswould dramatically increase the already thick competition, undermining the organization of the companies' distribution networks.

The Development Decree bis also contains other measures, such as the establishment of IVASS (Insurance Supervisory Institute) for the prevention and fight against fraud, but also the abolition of multi-year motor liability policies and tacit renewal, which have been very well received by the Companies and by Ania.
