The PD engages the fifth and presents its proposal on the electoral law: a correct German model that provides for a 50% proportional system and 50% majority. The threshold should be set at 5%.

Going into detail, in Germany it is used to elect the 598 representatives of the Bundestag, the so-called lower house of Parliament, while the members of the Bundesrat, the upper house, are not directly elected but are designated by individual regional governments.

The German electoral system is a mixed system with single-member and majority constituencies and with a nationwide proportional representation.

As regards the majority and single-member vote, Germany is divided into 299 constituencies in each of which only one candidate is elected, regardless of the percentage of votes obtained.

The other 299 seats are assigned through a proportional system on a national basis: the voter chooses a party and the seats to which that party will be entitled are calculated in proportion to the votes.

Obviously, if it were applied to Italy, this system would require the necessary corrective measures which, in fact, the Democratic Party has already announced.

The proposal will be presented shortly in the Constitutional Affairs Commission of the Chamber, but has already begun to arouse controversy. The 5 Star Movement attacks: "The Pd throws the ball into the stands with a confusing system and adopts the proposal made at the time by Denis Verdini: we will get out of here by saying that the Pd has made an agreement with Verdini".

Not even Silvio Berlusconi agrees, expressing his total opposition to the majority system and preferences through a note. avoiding majoritarian corrections. Finally, Forza Italia considers it necessary that the relationship between voters and those elected is guaranteed through clear and truly effective tools, avoiding in any case the use of preferential voting". A choice that is, however, criticized by the Democratic Party which, together with Matteo Richetti, accuses the Azzurri of wanting "another Porcellum".

The German model could instead favor the Northern League which, through the deputy Giancarlo Giorgetti let it be known: "The Mattarellum is fine with us: the proposal of the Democratic Party resembles the Mattarellum and therefore it can go".
