Electoral law, smell of Porcellum

The agreement between the parties on the electoral law is getting further and further away - Bersani: "The PDL tell us what it intends to do" - But yet another proposal arrives from Berlusconi's party: this time there is talk of a fixed "premium" of 50 seats to the party that reaches 30% – Finocchiaro: “We are at quicksand” – Calderoli: “I don't revive the dead”.

The ghost of Porcellum hovers over spring policies. The parties continue to argue over the new electoral law and hopes that an agreement will be reached in time for the vote are now reduced to a minimum. From Libya, the secretary of the Democratic Party, Pier Luigi Bersani, presses his opponents: “The Pdl, please, let us know what exactly you think on the political level of the electoral law, because we don't understand it anymore. We are facing the twentieth proposal, but we don't know what they are talking about".

In fact a completely new idea has emerged from the ranks of the pidiellini in the last few hours. The umpteenth draft calls into question the text produced by the Northern League Roberto Calderoli (the same author of the Porcellum), the document being studied by the Constitutional Affairs commission of the Senate and on which it seemed that an agreement could be reached last week. 

The latest proposal, on which they are discussing Gaetano Quagliariello and the speaker Lucio Malan, lowers the threshold to be reached to access the majority premium to 40% (against the 42,5% that has been discussed so far). But if no one were to reach the fateful quota, then it would go off a fixed "premium" of 50 seats (about 8,2%) for the first party that obtains 30% of the votes.

The Pd group leader in the Senate, Anna Finocchiaro, is not at all convinced: “We really don't like the Quagliariello draft, we have to change it. We are now in a situation of quicksand. The Pdl is constantly changing the cards on the table. If we don't make an agreement, how do we go to court? By now the Calderoli method of the lift has failed, now we are relaunching and asking to return to the agreement we had made much earlier. At least let's agree on the size of the prize without further discussing the Calderoli text. We are working for an award that will give the leading party a firm helm to govern the country. And to do so, we need to deal with numbers”.

But it is the electoral demiurge of recent years, Roberto, who draws the most effective picture of the situation Calderoli: “I can save a wounded man, not resurrect a dead one. I renounce to the therapeutic obstinacy”.
