Regions in revolt against the spending review plan envisaged by the government to cover the Stability law 2015. Harsh words came mostly from Sergio Chiamparino, president of the Conference of Regions, who threatened to resign rather than increase IRAP, because "it would be a fatal blow to the economy".

According to the former mayor of Turin, the government "is making legitimate and acceptable economic policy manoeuvres, but using resources that belong to other bodies". The president of the Lazio Region is also very critical, Nicola Zingaretti: “It's easy to lower taxes with other people's money. As Regions we are called to share political choices decided by the government with public finance objectives requested by Europe. No one shies away from relaunching the country, but this must be done with everyone taking responsibility. Otherwise, I invite you to lunch and dinner, so someone else pays…”. 

The governor of Campania is also on the same wavelength, Stefano Caldoro: “It's too easy to go shopping with other people's money”. 

But it is the health services and the fund for local public transport that risk a heavy decrease: "It is technically impossible to foresee these cuts without affecting 70% of health care - specified the president of the Umbria Region, Catiuscia Marini –. Of the 4 billion in cuts, 3 will be in the health sector. The rest falls on public transport which is based on the revenues of the Regions: it does not stand up technically. With the correction made in the Budget Law, the truth is not being told: these cuts are on health care and transport ”.

The reply of Matteo Renzi she was not long in coming: “Cutting health services is unacceptable – wrote the Premier -. Aren't there too many managers or chiefs? Is it impossible to save on purchases or regional councils? We will meet the presidents of the region, but let's not kid ourselves: if we want to reduce taxes, everyone must reduce expenses and claims".
