Stability law: no cash to pay rent

This is foreseen by an amendment to the stability law presented by the Pd to the Chamber - Other modification proposals foresee the revaluation to 95% for pensions up to 2 thousand euros, the stop to new loans for the F35 and a solidarity contribution on the annuities of parliamentarians and of those elected in the Regions and Provinces.

Stability law: no cash to pay rent

Goodbye to cash to pay rent. The new ban is contained in an amendment by the Democratic Party to the Stability Law approved by the Budget Committee of the Chamber. The Government has expressed a favorable opinion.  

"Payments relating to rents of housing units with the exception of those of public residential housing - reads the text -, must be compulsorily paid, whatever the amount, in forms and methods that exclude the use of cash and ensure its traceability also for the purpose of sworn contractual agreements for obtaining tax breaks and deductions from the lessor and the tenant". 

Furthermore, the Municipalities are entrusted with the task of monitoring the situation also by using "the provisions concerning the condominium and civil register register" to combat tax evasion in the real estate rental sector.

PENSIONS

Another amendment by the rapporteur Maino Marchi (Pd) in the Budget Committee at Deputies should raise to 95% the revaluation of pensions between 1.500 euros and 2 thousand euros (treatments greater than 3 times the minimum and less than 4 times the minimum), compared to 90% currently envisaged by the Stability law being examined by the Chamber. The proposed modification also provides for the calculation of the revaluation of pensions also for pensions exceeding 3 thousand euros (over 6 times the minimum pension), but only for 2015 and 2016, while next year they would remain frozen. The current law instead provides for freezing for the entire three-year period.

NO TO F-35s 

Another amendment passed in committee (and presented by Sel) excludes that the funds reassigned to the law for the aeronautical sector (law 808 of 1985) can be used to finance the F35 fighter-bomber program. "This is an important signal of clarity - says Giulio Marcon, Sel group leader in the Budget Committee - also because at the end of June the House and Senate had approved motions that suspended further purchases of F35 until further pronouncement by Parliament on the matter".

SOLIDARITY CONTRIBUTION ON THE ANNUITIES OF MEMBERS

Annuities of more than 90 euros per year of parliamentarians, regional and provincial councilors and officials of constitutional bodies will be taxed with the solidarity contribution. The measure is contained in another amendment by the rapporteur Maino Marchi (Pd) to the stability law. The stability law provides for a solidarity contribution on golden pensions equal to 6% for checks over 90.168,26 euros, 12% for those over 128.811,80 euros per year, as well as 18% for checks over 193.217,70 euros. However, constitutional bodies such as the Constitutional Court, the Quirinal, the two Chambers or the Bank of Italy enjoy "autodichia", or self-government in this sector as well. The savings will be allocated to the government bond sinking fund.
