Stability Law, mini Imu 2013 to be paid by 26 January

The deadline for the payment of the mini-IMU, i.e. the residual part of the second 2013 installment not eliminated by the Government, has been postponed from 16 to 24 January 2014. Rural buildings are also exempt, while the multiplier for agricultural land is reduced by 100 to 75. Some changes to the Stability law approved by the House Budget Committee provide for it. 

Meanwhile, the arrival of the bill in the Chamber is postponed from today to tomorrow morning at 8.30, with voting starting at 15. Senate.

Here are the other main amendments approved in the last few hours by the commission: 

BANKITALIA, REVALUATION OF SHARES TAXED AT 12%

A government amendment provides for the introduction of a 12% substitute tax on the revaluation of the Bankitalia shares held by the participants. For the payment there are "three annual installments of the same amount, without payment of interest, the first of which within the deadline for payment of the balance of the income taxes due", therefore next spring. The expected revenue is 900 million in 2014, considering that the value of the shares has been set at 7,5 billion.

TAX RATE, RISES THE ROOF

The ceiling of the Tasi rate for the first home and related appurtenances at 1 per thousand initially proposed by the rapporteur Maino Marchi (Pd) has been canceled. The government thus restores the ceiling of 2,5 per thousand of the Tasi rate for 2014. The amendment also establishes that in the case of real estate leasing, the Tasi is payable by the lessee from the date of stipulation and for the entire duration of the contract. The municipalities can also entrust the assessment and collection of the Tari to the subjects who manage the waste management service as well as the management of the assessment and collection of the Tasi to the subjects who in the same year are entrusted with the assessment and collection service of the Imu.

INPS, OK COVERAGE OF THE FUSION HOLE WITH INPDAP

A technical-accounting intervention is envisaged to neutralize INPS's "previous liabilities" following its merger with INPDAP. The hole, as stated in the technical report of the amendment, is approximately 25,2 billion, of which 21,7 billion for debt to the State relating to budget advance sums.

SAFEGUARD FOR ANOTHER 17 THOUSAND EXODATIES

Safeguarding is on the way for another 17 thousand expatriates (in the original text it was already foreseen for 6 thousand people), through the allocation of 950 million between 2014 and 2020.

AMENDMENT OF BEACH DISPUTES

Green light to amnesty for disputes on fees and compensation for the use of state-owned maritime assets. A reorganization of the legislation on state concessions is expected to be carried out by May 2014. The amendment establishes that it is possible to proceed with the payment in a single solution of 30% of the sums owed to the Treasury or to pay in installments up to a maximum of 6 annual installments a amount equal to 60%, plus legal interest. To join the amnesty, the application must be presented by 28 February.

BABY BONUS FOR LOW INCOME FAMILIES

The baby bonus has been restored with an allocation for newborns and adopted children for the year 2014, but the resources will be allocated to low-income resident families. The fund is equal to approximately 22 million euro.

OK NEW STADIUMS, BUT WITHOUT RESIDENTIAL BUILDING

Green light for a government amendment which provides for the modernization of existing sports facilities and the construction of new ones, excluding, however, that new residential building complexes can be built with them. For resources, the guarantee fund for sports credit is also drawn upon.

EXPO, 197MILLION TO POLICE AND FIRE BRIGADES

Allocated 147 million for the two-year period 2014-2015 to the Police and the Fire Brigade "to deal with the extraordinary needs associated with the creation of Expo 2015".
