2016 Stability Law: measures for families in 5 points

In the new Stability law that came into force on January 18st, there are various interventions aimed at supporting families: from the news on the house to the card for large families, from the bonus for XNUMX-year-olds to parental leave and the babysitter voucher, passing through the law "After us" and the fund for victims of problematic separations.

2016 Stability Law: measures for families in 5 points

Home, bonuses, parental leave and babysitter vouchers, support for the most difficult social situations. In the 2016 Stability Law there are various measures designed to support families, which Prime Minister Matteo Renzi has repeatedly said he wants to put at the center of his government's action. Let's see specifically which are the most significant interventions to keep in mind.

1) HOME: IMU DISCOUNT AND TAXES ON FREE LOAN FOR CHILDREN OR PARENTS AND MOBILE BONUSES FOR YOUNG COUPLES

Starting this year, only 50% of the Imu and Tasi will be paid on the second home given on loan to children or parents. The loan, however, must be registered and you must own at most one first home in addition to the one given to the relative.

Furthermore, young couples who buy a property to be used as their main residence can benefit from an Irpef deduction equal to 50% of the expenses incurred for the purchase of furniture within a maximum ceiling of 16 thousand euros, to be divided into 10 annual installments. The couple must have been forming a family nucleus for at least 3 years (i.e. they must be married or cohabiting) and at least one of the members must not be over 35 years old.

2) CARD FOR LARGE FAMILIES 

The new card is intended for families with at least three resident minor children, even if they are foreigners: it is voluntary and will be used, according to the ISEE, to obtain discounts for private and public services that will join the initiative. The card, issued by the Municipalities according to criteria established with a subsequent ministerial decree, can also be used to set up family purchasing groups, solidarity purchasing groups or to take advantage of family tickets or passes for transport, cultural, sporting and tourist services.

3) BONUS TO XNUMX YEAR OLD AND CONSERVATORY STUDENTS

Young people who turn 18 in 2016 will get a card with 500 euros to spend on museums, exhibitions, cultural events, but also live concerts and book purchases. There is also a one-off tax bonus of one thousand euros for the purchase of new musical instruments by students enrolled in conservatories. 

4) PARENTAL LEAVE AND BABY SITTER VOUCHERS

New fathers will have two days (and no longer one) of compulsory leave, even if not consecutive. For mothers, the babysitter voucher extends to 2016 and is available, on an experimental basis, also for self-employed women. News also for the mandatory maternity leave, which will become valid for the purposes of the productivity bonus.

5) “AFTER US” LAW AND FUND FOR VICTIMS OF “PROBLEMATIC SEPARATIONS”

100 million is coming for the "after us" law, in favor of disabled people who are left without their parents.

In 2016, a revolving fund for victims of problematic separations will also be launched. The new instrument will be used to help financially people to whom the ex-spouse does not pay the maintenance allowance established by the judge. The State will then make up for the defaulter. 

The fund is set up on an experimental basis at the Ministry of Justice and will be financed with 250 euros for 2016 and another 500 for 2017 and 2018. There will be branches in the courts dedicated to the disbursement of monthly checks.
