The League and the Five Star Movement have put their hands forward claiming that it is an "old version, already extensively modified" but the 39-page draft of the government contract prepared by the two political forces and distributed exclusively by Huffington Post Italy it contains elements, to say the least, disruptive, such as the mechanism to make it possible to leave the euro, the proposal to lift Putin's sanctions and Mario Draghi's incredible request to the ECB to cancel 250 billion of the Italian public debt.

Lega and M5s now explain that "on the euro, the parties have already decided not to question the single currency" but the draft has triggered very harsh reactions, starting from the Pd, which speaks of a government program of "irresponsibility", but also of Brussels and the main European capitals which invite Italy to respect the rules.

The government program touches on hotly topical issues - from basic income (780 euros per person for an estimated cost of 17 billion euros) to the flat tax, the Fornero law on pensions, justice, migrants - but, surprisingly, it also provides for the establishment of a conciliation committee, parallel to the Council of Ministers and in the hands of the parties, to resolve any conflicts outside the Government.

But it is on European terrain and public finance that the draft detonates real bombs such as the one that asks the ECB to cancel 250 billion euros of government bonds that the Eurotower will have in its portfolio at the end of the Quantitative easing: "Their cancellation worth about 10 percentage points” of public debt. And, in addition to this, the government contract calls for the "re-discussion of the EU Treaties" and Italy's contribution to the EU budget. The reactions of the European Union were immediate and obvious but, beyond the last-minute changes, the draft makes it clear that the orientation of the new government, if it is born, will be one of hard conflict with Europe, unless the President of the Republic, Sergio Mattarella, fails to defuse the anti-EU mine beforehand.

On the international front, while reiterating NATO's loyalty to the US as a "privileged ally", the draft government program also proposes "the immediate withdrawal of the sanctions imposed by Russia" and the rehabilitation of Russia itself as a "strategic interlocutor" in Syria , Libya and Yemen.

On the internal and security level, the M5S-Lega draft also proposes more courts and more prisons and an increase in penalties. In terms of taxation, in addition to the flat tax, a new amnesty is being proposed, albeit under the guise of "fiscal peace". The closure of the furnaces on the Ilva in Taranto is proposed, even if it is not said how to save jobs, putting the largest and most modern European steel plant that supplies all Italian manufacturing into crisis. Even on this controversy and tensions are guaranteed.
