The Labor Commission of the Senate is dealing with non-entrepreneurial self-employment and smart working - Here is what Minister Poletti's initiative foresees

Work: more protection for self-employed and smart working

Two objectives, for non-entrepreneurial self-employment and for subordinate work: 1) to build a system of rights and welfare for self-employed workers capable of supporting their present and protecting their future; 2) favor the flexible articulation of subordinate work in relation to the time and place of performance (so-called "agile work"). The Labor commission of Palazzo Madama takes care of it.

Autonomous – The provision initiated by Minister Poletti introduces safeguards both on commercial transactions between companies and self-employed workers, and on the written presence of contracts for the assignment of works, and on payment terms (which must not exceed 60 days), and for the deductibility of some expenses, both on rights for pregnancy, maternity, accidents. Furthermore, it is envisaged that self-employed workers are treated on a par with small and medium-sized enterprises for the purpose of accessing regional and national operational plans drawing on the European structural funds.

Agile working – It consists of subordinate work which takes place as follows: a) the service is performed partly inside the company premises and partly outside, and only within the limits of the maximum duration of the daily and weekly working hours, deriving from the law and from collective bargaining, b) the work activity can be carried out through the use of technological tools; c) when the worker performs the service outside the company premises, it is not necessary for him to use a fixed workstation. In a nutshell, the provision being examined by the Labor Commission of the Senate regulates the form of the agreement relating to the methods of carrying out agile work and the withdrawal from the agreement.
