The recovery is there but does not contemplate the women. Despite the Pnrr, job insecurity and discontinuity continue to affect above all the female universe who have already paid the dearest price during the pandemic emergency. I currently am indefinitely only 14% of new contracts and only 38% of stabilizations from other forms of contract. 49,6% of all female contracts are part-time, against 26,6% for men. It expands the gender gap and at the same time territorial differences are widening: there are 4 different regional scenarios for employment created, level of stability and number of hours worked by women. To take stock of the situation, the "Gender Policies" report, drawn up by theInapp, the National Institute for Public Policy Analysis.

According to the results of the survey, in the first half of 2021 there were more than 3 million new contracts activated, of which 2 million for men and 1,3 million (i.e. 39,6% of the total) for women. 35,5% are addressed to young people under 30, while over 45% are between 30 and 50 years old with no relevant gender differences. Fixed-term contractual forms prevail for both, but the incidence of precariousness for women is greater, with a prevailing role of small businesses with up to 15 employees.

Also, the recovery is not the same in all Italian regions, except for the inferiority of contracts concluded with women compared to men. Women are a third of the total in Basilicata, Sicily and Calabria. They are under 40% in Calabria, Molise, Puglia, Lombardy, Abruzzo and Lazio; while all the others are between 41% and 46,5%. The highest incidence, however, is recorded in Trentino Alto Adige.

With regard to the new occupation, with over 100 contracts for women, Lombardy, Lazio, Emilia Romagna and Veneto are located; from 50 thousand to 100 thousand Tuscany, Piedmont, Campania, Puglia and Sicily; from 15 thousand to 99 thousand contracts for women: Trentino Alto Adige, Marche, Sardinia, Liguria, Abruzzo, Friuli, Calabria and Umbria and below 15 thousand activations are Basilicata, Valle d'Aosta and Molise.

However, the report points out that higher employment does not always lead to greater stability or greater profitability. This is why it is important to sustain good employment in the long run.

And here the surprise: although the South has a number of activations below 80 thousand units, the incidence of permanent contracts is higher than the national average and higher than that of various regions in the centre-north. Fewer contracts and more stable, as evidenced by the case of Campania, for example, with over 75 contracts and 21,4% with permanent contracts. Either Sicily with almost 60 contracts of which 17,7% are permanent or Calabria, where the more than 20 contracts have a stable share of 18%.

Sebastian Fadda, president of INAPP underlined that "Unfortunately, the question of the scarce quantity and quality of female employment in our country continues to be perceived as a partisan issue: the question is not only of equal gender opportunities, but of economic development of a country that continues to leave half of its winning team on the bench”, concluded Fadda.
