Antitrust blocks the Iren incinerator in Parma: a public tender is needed

The Guarantor disputed the assignment without tender to Iren of the disposal, recycling and recovery activities and underlined that the agreement between the multi-utility and Ato 19 of Parma for the integrated management of waste. For that date, the assignment must take place "with competitive procedures with public evidence".

New halt to the construction of the Iren incinerator in Parma. The halt came from the Antitrust in an opinion issued in response to the report made in July by the Committee for the Correct Management of Waste of Parma.

Specifically, the Antitrust contested the assignment without tender to Iren of disposal, recycling and recovery activities and underlined that the agreement between the multi-utility and Ato 19 of Parma will expire on 2 December integrated waste management. For that date, the new assignment must take place "with competitive procedures open to the public". The Antitrust also hoped that the principles of competition could "be taken into due consideration, with the ultimate aim of not hindering the effective development of competition in the sector of municipal solid waste management and assimilated in the Emilia-Romagna region, with specific reference to the province of Parma".

The Competition Guarantor dealt with the case at the beginning of September, when it verified some reports which indicated "distortions" to the legislation that regulates the free market. The complaints concerned the expansion without tender, in the agreement stipulated with Ato 2 in 2004, of the scope of activities pertaining to the assignee company, Amps, now absorbed by Iren.
