Italicum: yes to the reform, but after the referendum

The Chamber of Deputies approved the motion presented by the majority to change the Italicum with 293 votes in favor and 157 against.

The Pd minority, around forty deputies in all, as announced in the early afternoon, did not participate in the vote on the majority's motion, because it was too vague.

The motion commits the Chamber to starting a discussion with the aim of making changes to the electoral law. In detail: “The Chamber given that, on 11 July 2016, the law of 6 May 2015, n. 52, commonly known as Italicum, concerning the election of the Chamber of Deputies; a broad political debate is currently underway on possible and complex hypotheses for the reform of the aforementioned law; undertakes to initiate, in the competent forums, a discussion on the law of 6 May 2015, n. 52, in order to allow the various parliamentary groups to make explicit their possible proposals for modification of the electoral law currently in force and to evaluate the possible convergence on the aforementioned proposals".

Instead, the motions presented by the oppositions were rejected: that of the Italian Left obtained 109 votes in favor and 287 against, that of the centre-right received 43 yes and 315 no. The motion of the 5 Star Movement was also rejected (74 votes in favor and 314 votes against) which proposed the so-called "Democratellum", a proportional system, with preferences and without a majority bonus.

At this point it is certain that the electoral reform that came into force two and a half months ago will be changed. Speaking of timing, it seems confirmed that the changes will come after the constitutional referendum scheduled for the end of November or the beginning of December.
