The expenses that France or other EU countries will have to bear to deal with terrorism "are extraordinary" and as such must find "extraordinary" treatment by the EU within the framework of the Stability and Growth Pact. "France has to deal with serious acts of terrorism and has to deal with additional expenses which must not have the same treatment as other expenses" with respect to the Stability Pact and the principle "also applies to other countries", underlined Juncker announcing de facto flexibility for spending on terrorism. “Like Francois Hollande, I consider ISIS Europe's number one enemy”, said the president of the European Commission. "Let's put aside the problems that exist between us to concentrate on this problem, which if not addressed will bring Europe to the brink of the abyss".
