Ischia: the reconstruction entrusted to Legnini. The 85 million euro decree against bankruptcy passes

The island of Ischia will have an environmental protection plan. The decree law approved by the Chamber contains measures to counter the hydrogeological instability that caused the disaster of last November 26th. The provision is worth 85,4 million euros divided between commissioner powers, technical interventions, allocations for the Regional Civil Protection Fund and tax slips to be paid by residents. THE interested municipalities are Casamicciola and Lacco Ameno. Taxes expiring on 30 November 26 are suspended for residents of the two affected municipalities until 2022 June this year. The procedural deadlines and, for entrepreneurs, the payment of social security and welfare contributions are also suspended. The latter can be made without penalties up to a maximum of sixty monthly installments expiring on the 16th of each month, starting from 16th September 2023. A fresh air for the economic activities that formed the backdrop to the November tragedy which cost the life to 12 people.

The oppositions abstained on the decree

John Legnini he is confirmed as Government commissioner for the hydrogeological emergency, but will also take care of everything related to the post-earthquake reconstruction of 2017. The hydrogeological rehabilitation and protection of the territory remain the cornerstones of the measure which in the Chamber was not voted by the oppositions. No objections on the will to rebuild, but criticisms of resources. "The Democratic Party abstained - explained Piero De Luca - because the purposes of the decree are acceptable, but the resources available are not". In the meantime, the structure of the Extraordinary Commissioner is integrated with other technicians, while 90 people will be hired on a permanent basis at the Southern Apennine Basin District Authority to develop projects against hydrogeological risk. The Campania Region is not entirely satisfied with the decree. The judgment of the President Vincenzo De Luca – father of the Hon. Piero – is clear: "We will have to continue the battle to sensitize the government, to explain that if we want to seriously tackle the island's problems we need to have adequate measures and today we can't find them". The island remains monitored for all environmental and geological implications and the Region obviously cannot opt out. The effort to rebuild and protect must be collective

No pardons for building violations.

The tragedy of November re-proposed the theme of illegal building with the effects of a 2018 decree approved by the Conte government about amnesties or amnesties for homes that are not in order. In August 2017 there was an earthquake with 2 other victims and hundreds of homes uninhabitable or destroyed. The 2018 decree was taken up and contested at the event last November. As well as the cancellation of the Italia Sicura structure. Who benefits from the controversy with the island still on its knees due to repeated weather alerts? He intervenes Gianpiero Zinzi, of the League and rapporteur of the decree in the Environment Commission in the Chamber: “That of Ischia is a real tragedy on which one cannot speculate or make propaganda. This decree is a first allocation to stem the emergency, with a view to something else". Alongside the reconstruction measures, the Ministry of Tourism is evaluating the launch of an extraordinary promotional campaign to restore peace of mind to tourists on the "green island". But the reconstruction will have to go hand in hand with the prevention of all the natural phenomena that have always affected Ischia.
