June 16 is the deadline for paying the Irpef balance for 2014 and any first installment for 2015 – Here's who has to pay and how to pay.

Not just Tasi and Imu. By 16 June, the same day on which the deadline for paying the first installment of the service tax and municipal tax expires, many Italians - mainly self-employed workers - will also have to go to the cash desk to pay personal income tax. The appointment is about the balance for 2014 and any first installment for 2015 (which must be paid in one or two tranches, depending on the amount).

1) WHO HAS TO PAY

As theInland Revenue, the deadline involves "taxpayers required to make payments resulting from the annual returns of natural persons and partnerships (Unico PF or Unico SP)". All those presenting for this year are therefore excluded model 730.

In detail, they are obliged to present the single model natural persons taxpayers who in 2014 (year covered by the return) owned 

– business income (also in the form of participation); 
– income from self-employment for which the VAT number is required; 
– income not included among those that can be declared with the 730 form;
– income from trusts, as beneficiaries;
– capital gains resulting from the sale of shareholdings in companies resident in countries or territories with preferential taxation, whose securities are not traded on regulated markets.

In addition, they are required to submit Unique Pf even taxpayers who

– are (are) not resident in Italy in 2014 or 2015;
– they must also present a declaration between VAT, Irap or the ordinary and simplified Model 770;
– must file the return on behalf of deceased tax payers.

Finally, "taxpayers who use the 730 model - the tax authorities reminds us - may need to present some frameworks of the Unico Pf model (such as the RW framework - Investments and financial activities abroad - Monitoring - IVIE / IVAFE)". In general, "for taxpayers who present the 730 form and have a withholding agent, the adjustment operations (i.e. the withholding of debit amounts or the repayment of credit amounts, resulting from the settlement of the return) are carried out directly from the withholding agent (employer or pension institution), starting from the month of July”.

As for the Single partnership model, all companies and associations residing in Italy that belong to one of the following categories must present it:

– simple companies;
– general partnership and limited partnership;
– shipping companies (equivalent to general partnerships or limited partnerships, depending on whether they were established unanimously or by majority vote);
– de facto or irregular companies (equivalent to general partnerships or simple companies depending on whether or not they carry out a commercial activity);
– associations without legal personality set up between natural persons for the exercise of arts and professions in associated form;
– conjugal companies if the activity is exercised in partnership between the spouses (spouses joint holders of the license or spouses who are both entrepreneurs);
– European Economic Interest Groupings (EEIGs).

2) HOW TO PAY (FORM F24 AND TAX CODES)

VAT holders must pay through the electronic F24, while those who do not have a VAT number can also present the same model to banks, postal agencies and collection agents (Equitalia).

The tax codes to be indicated on the F24 form are as follows:

– personal income tax balance: 4001;

– personal income tax advance: 4033.

3) PAYMENTS BY INDIVIDUALS

The 2014 balance and any first installment of the 2015 advance are paid by 16 June without increases, or within the following 30 days with an increase of 0,40%. As regards only the advance, it is due only if the tax referring to 2014 (net of deductions, tax credits, withholdings and surpluses) is higher than 51,65 euros. 

Payment is made

– in a single payment, by 30 November, if the amount due for the advance does not exceed 257,52 euros;

– in two installments if the down payment is equal to or greater than 257,52 euros. In this case, the first installment must be paid by 16 June and is equal to 40% of the deposit, while the second must be paid by 30 November and covers the remaining 60%.

"The taxpayer who expects to declare a lower personal income tax the following year, due, for example, to higher charges or lower incomes - writes the Revenue Agency - can determine the advances to be paid on the basis of such lower tax".

The balance and the first advance installment can be paid in seven installments (the deadlines are June 16, June 30, July 31, August 31, September 30, November 2, November 30), while the single November advance must be paid in one solution. 

4) PAYMENTS FROM PERSONAL COMPANIES

“Partnerships and entities equivalent to them – specifies the tax authorities – are only required to pay IRAP. Irpef is paid directly by the shareholders, to whom the income is charged for transparency (regardless of perception)”.
