June 2020 Irap balance and advance will be abolished. This is one of the main breaking news inserted by the government in the relaunch decree (ex April decree), which now takes the form of a maxi-financial maneuver with over 250 articles. The decision on Irap was announced on Sunday evening by the Minister of Economy, Roberto Gualtieri, during the television program "Che tempo che fa" on Rai2.
COMPANIES OVER 5 MILLION: YOU ALSO HELP TO RECAPITALISE
For companies with revenues above 5 million that have suffered a significant loss of turnover, the number one of the Treasury has ensured that "a tax incentive and support from the State for recapitalization" will also be activated, all through "a complex mechanism to explain but extremely incisive, which will help our companies to reabsorb the losses also with a public contribution".
SMEs UP TO 5 MILLION TURNOVER: NON-REFUNDABLE LOANS
For SMEs that do not exceed the 5 million turnover ceiling, however, Gualtieri spoke of "non-refundable refreshments of up to 62 thousand euros", which will be transferred to companies by the Revenue Agency by bank transfer.
EMERGENCY INCOME
As regards emergency income, the minister explained that it will be destined for "all those people who are not covered by the other interventions", i.e. layoffs and the allowance for the self-employed. So far, recalls Gualtieri, almost four million people have received help and "with the decree there will be automatic payment of the second installment to everyone. We then tried to cover other types as well, such as co.co.co and seasonal, but there are some types that are not included and therefore emergency income is a further form of support, because our vision is that no one must be left behind in this dramatic crisis”. The money, the minister explained, "will be disbursed in two tranches with an emergency contribution to families experiencing economic difficulties".
THE TIMES OF THE DECREE
The decree should arrive in the Council of Ministers on Monday: a pre-council is set for 14 pm, the actual CDM in the evening, but a further postponement is still possible. The abolition of the IRAP balance and advance in June 2020 was strongly requested by the new president of Confindustria Bonomi and was one of the measures requested with the greatest insistence by Italia Viva, therefore the inclusion of the intervention in the text should help to recompose - at least in part – fractures in the majority.
