The European Fund for Strategic Investments (Juncker Plan) will be fully operational from September. The agreement reached between governments and the EuroParliament brings the complex package to the finishing straight: the final vote of the Parliament at the end of June, then the adoption by the Council.
The critical point of the long negotiations with the parliamentarians, real 'sovereigns' in budget matters, was the financial one: the agreement provides that instead of 6 billion euros to be moved from research and innovation programs and the so-called 'connecting Europe ' (infrastructure), only 5 will be fished. Instead of two billion to be drawn from unused resources in the annual EU budget, three will be fished. In this way the prospect of financing the public guarantees to the new Investment Fund year by year is canceled.
